About The Position

ProSidian Seeks a Configuration Management Specialist | Compliance / Risk / Regulatory: Risk, Compliance & Independent Certification Support [DOE0010010] for Program Support on a Exempt 1099 Contract: No Overtime Pay Basis Remote (within USA - W/ On-Site Meetings Expected) in The CONUS - Located In Washington, DC / Nationwide (Remote Project Support Across the United States) Area. This role supports a department within the US Department of Energy (DOE), specifically the Loan Programs Office (LPO), which provides debt financing for energy infrastructure projects. The Configuration Management Specialist is aligned with the GSA Labor Category: Junior Consultant and requires relevant Energy Industry experience. The role provides Independent Engineering (IE) advisory services focused on Risk Management solutions for clients like the DOE. Key responsibilities include change control oversight to ensure configuration management integrity by tracking design changes, change control logs, baseline modifications, technical assumptions, and document configuration, while maintaining document control and verifying compliance with approved design baselines and change management requirements. The specialist will provide technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities, reviewing project documentation, evaluating interfaces, identifying risks, validating assumptions, and preparing work products such as configuration registers and controlled document repositories. This role involves coordination with various stakeholders and is primarily performed remotely with expected on-site meetings.

Requirements

  • Bachelor's degree in engineering, environmental science, construction management, business, risk management, finance, or related field.
  • 3-7 years of relevant technical, analytical, project controls, configuration, finance, or energy infrastructure support experience.
  • DOE/LPO or federal energy program exposure preferred.
  • Proficiency with business tools and technology, including Microsoft Office (advanced with Excel, Access, Outlook, PowerPoint, and Word; proficient with Adobe Acrobat, data analytics tools, and Visio).
  • Ability to quickly learn other tools as needed.

Nice To Haves

  • Relevant certifications such as PMP, CQA, CIA, ISO Lead Auditor, CHMM, CSP, or PMI-RMP preferred.

Responsibilities

  • Provides Independent Engineering advisory support for Energy Dominance Financing (EDF) Program technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities, with emphasis on design baselines, configuration status, document control, change logs, and technical assumptions.
  • Reviews project documentation, evaluates technical and commercial interfaces, identifies risks and mitigations, validates assumptions, supports conditions precedent and disbursement readiness reviews where applicable, and prepares defensible work products including configuration registers, revision control, baseline compliance, and controlled document repositories.
  • Coordinates with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to support timely lender and DOE decision-making.
  • May participate in data room reviews, borrower/contractor interviews, site observations, monthly monitoring meetings, risk register updates, CP evidence reviews, draw package checks, issue closure tracking, and preparation of Independent Engineer reports for DOE, LPO, credit, and program governance stakeholders.
