About The Position

California State University, Fullerton (Cal State Fullerton) is seeking an exceptional individual to join its Labor Relations team as the Confidential Administrative Support II. This role supports the managers in the Labor Relations and Employee Relations (LER) unit within the Division of Human Resources and Inclusive Excellence. This position serves as a key point of contact for the University community, including administrative and academic offices, other CSU campuses, the Office of the Chancellor, union officials, and various customers. The successful candidate will interpret and explain collective bargaining agreements, campus policies, and related documents, while also providing basic advice and mid-level consultation on various employee relations matters.

Requirements

Responsibilities

  • Supports managers in the Labor Relations and Employee Relations (LER) unit.
  • Serves as a key point of contact to the University community, other CSU campuses, the Office of the Chancellor, union officials, and internal/external customers.
  • Interprets and explains applicable collective bargaining agreements, campus policies, procedures, guidelines, practices, technical letters, coded memorandum, and executive orders.
  • Provides basic advice and mid-level consultation on employee performance evaluations, job performance, attendance, corrective action/discipline, letters of reprimand, letters of rejection during probation, workplace investigations, contract language interpretation, grievances/complaints, and appeals.
  • Participates in investigations, internal reviews, and fact-finding activities.
  • Drafts corrective action memos, notices, performance evaluations, and other corrective/disciplinary documents.
  • Assists with State Personnel Board Hearing and Faculty Hearing Committee matters.
  • Serves as a point of contact for and works independently on the Performance Evaluation System and process.
  • Reviews all performance evaluations for Collective Bargaining Agreement (CBA) compliance and identifies areas of concern, consulting with administrators and providing feedback.
  • Establishes and maintains LER case files upon receipt of grievance, complaint, information request, or unfair labor practice charge, identifying deadlines, researching applicable CBA articles, gathering supporting documents, and inputting activity into LER case and CO GARB systems.
  • Coordinates all aspects of the grievance process, attends meetings, takes notes, assists administrators in preparing responses, conducts analysis and research, tracks timelines, and prepares draft responses ensuring proper notification and due process procedures are met.
  • Researches labor and employee relations issues using various legal and policy documents, including Title V, Title VI, Title VII, Title IX, Education Code, CSU policies, coded memorandum, State Personnel Board rulings, legal rulings, and state and federal law.
  • Gathers documents and information for preliminary and formal unfair labor practices, and assists in gathering documents related to legal action, corrective/disciplinary action letters, and Notice of Adverse Action.
  • Receives and logs all information requests, gathers information in consultation with LER AVP and managers, analyzes requests, determines billing, acknowledges requests, and drafts responses.
  • Coordinates and schedules meetings for the LER AVP and managers, coordinates LER calendars, prepares files, takes meeting notes, and researches and prepares complex reports and documents.
  • Collaborates with LER AVP and managers to develop best practices tools, performance management guides, tutorials, workshops, FAQs, and procedural updates.
  • Performs other duties as assigned.
