About The Position

The Virginia Department of Motor Vehicles is hiring for a Sr. Computer Systems Engineer – Vehicle Services for a position within its IT Services Department in Richmond, VA. This advanced technical position focuses on developing, integrating, implementing, and supporting information technology solutions for DMV’s vehicle-related programs and services, including vehicle titling, registration, license plates, and dealer transactions. The position collaborates with business areas, technical teams, and external partners to research, design, and implement solutions that support agency objectives and modernization efforts while maintaining the security, reliability, and operational integrity of DMV’s vehicle systems. The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. In addition, DMV serves a wide array of businesses, including dealers, fuels tax customers, rental companies, driving schools, other state agencies, local governments, and non-profit organizations. Requirements

  • Considerable knowledge of Agile and Waterfall methodologies, and the software development lifecycle.
  • Demonstrated ability to independently design, develop, test, implement, maintain, and troubleshoot complex mainframe applications in accordance with documented business requirements, technical standards, security requirements, and established development practices.
  • Demonstrated ability to provide technical leadership and consultation for complex system changes, major implementations, and production issues to junior staff.
  • Demonstrated ability to perform comprehensive analysis of application code, system data, batch processing, job output, and interfaces to identify root causes, evaluate impacts across related systems, and develop effective technical solutions.
  • Demonstrated ability to plan and coordinate complex assignments, establish priorities, manage competing deadlines, maintain comprehensive technical and project documentation, and proactively communicate risks, dependencies, and delays.
  • Demonstrated ability to communicate complex technical information clearly to technical and non-technical audiences and collaborate effectively with developers, business users, testing teams, and other stakeholders to resolve issues and achieve project objectives.
  • Demonstrated ability to identify system enhancements and issues and recommend changes and improvements to the system.
  • Demonstrated ability to assess the impact of proposed changes across multiple applications, interfaces, batch processes, and business functions and recommend implementation approaches that minimize risk.
  • Experience with NaturalONE programming, ADABAS database management systems, TSO, COM-PLETE, JCL and other mainframe technologies.
  • Familiarity with .NET/SQL Server.

Nice To Haves

  • Familiarity with iterative development, Scrum practices, backlog management, and participation in sprint planning, reviews, and retrospectives.
  • Exposure to projects involving the integration of legacy mainframe applications with modern platforms, services, or interfaces is beneficial.
