About The Position

Red Peak Technical Services, LLC, a subsidiary of Alutiiq, LLC, has an opportunity for a Computer Systems Analyst II. This role will provide government site Technical Publications/Data Management functions and tasks onboard MCAS Cherry Point NC for the UAS MQ-9 program. The analyst will work in accordance with MQ-9 peculiar procedures for assigned technical publications in both traditional paper and Interactive Electronic Technical Manual (IETM) formats. Key responsibilities include collecting, compiling, organizing, and interpreting technical data related to the MQ-9 program, constructing and verifying content, and managing the master technical data package for the weapons system and its components. The position requires maintaining master data packages/records for accurate and expedient publication updates and revisions. The analyst will research and analyze various technical documents (TMSDR, TD, LES, LPS, TEI, DCN, etc.) to determine necessary modifications to the master data package. They will also research, answer, and process Technical Publication Deficiency Reports (TPDRs) using existing publications, blueprints, schematics, and supply/logistics data, consulting with engineers, logisticians, Data Management Specialists, or OEM representatives as needed. The role involves assisting the MQ-9 program with Technical Manual Conferences, Quality Assurance, In-Process Reviews, verification, and Integrated Logistics Support Team meetings, ensuring adherence to governing specifications and policies. The analyst will support the government Logistics Element Manager (LEM)/Data Manager in managing technical manual source data, identifying manuals needing updates, estimating affected pages, and establishing update schedules and priorities. They will also assist in developing and reviewing source data packages for format, style, and content, and support the preparation and delivery of technical publications, changes, and revisions, including the development of draft Type B IRAC packages to meet NATEC policy. This includes PDF updates to NATEC compliant postings. The role also involves reviewing, approving, and submitting final publications to the Defense Automated Printing Service Office and NATEC website, as well as reviewing Interim Rapid Action Changes (IRACs) and Electronic Rapid Action Changes (ERACs) to correct publication problems. A significant part of the role includes converting/digitizing legacy data from existing systems/formats to specified formats, such as FAM compliant DON XML, CGM4, SVG, or other standards-based technical data products, adhering to applicable specifications, schemas, FOSIs, DTDs, and structures, including S1000D and MIL-STD-3001.

Requirements

  • High school diploma or equivalent.
  • One (1) year of general editorial experience which requires proficiency in punctuation, spelling, and English grammar and rules.
  • Two (2) years of specialized experience in editing manuals and specifications.
  • Experience with computer applications as they are used in automated publishing and information retrieval.
  • Strong attention to detail.
  • Must be able to work 40 hours per week on a consistent basis.
  • Must be able to obtain and maintain a CAC.
  • Must be an US Citizen.
  • Proficient in MS Word and Excel.

Nice To Haves

  • Knowledge and experience in PTC Arbortext and/or EAGLE.
  • Technical publication, MIL-STD-3001, S1000D IETM, and CSDB experience in particular to NAVAIR standards.
  • UAS MQ-9 specific experience.
  • CTPL experience.
  • Writing, editing, or quality assurance of technical documentation experience using MS Excel, MS Word, PTC Arbortext, and/or EAGLE.

Responsibilities

  • Provide government site Technical Publications/Data Management functions and tasks onboard MCAS Cherry Point NC for the UAS MQ-9 program.
  • Collect, compile, organize, and interpret technical data related to the MQ-9 program.
  • Construct, verify the content, and manage the master technical data package for an assigned weapons system and all its peculiar components.
  • Maintain master data packages/records in a manner which will facilitate accurate and expedient publication updates and revisions.
  • Research and analyze Technical Manual Source Data Records (TMSDR) Technical Directives (TD), Local Engineering Specifications (LES), Local Process Specifications (LPS), Temporary Engineering Instructions (TEI), Design Change Notices (DCN), technical instructions and, and others to determine if the master data package must be modified.
  • Research, answer, and process Technical Publication Deficiency Reports (TPDRs) using background materials such as existing technical publications, blueprints, and schematics, supply and logistics data.
  • Consult with cognizant engineers, logisticians, Data Management Specialists, or Original Equipment Manufacturer (OEM) representatives as required before modifying the technical data package.
  • Assist the MQ-9 program with regards to Technical Manual Conferences, Quality Assurance, In-Process Reviews, verification and Integrated Logistics Support Team meetings.
  • Ensure knowledge of and apply aspects of the governing specifications and policy as required in the manuals, technical manual plan, and the technical manual in-process review, validation, and verification plans.
  • Assist the government Logistics Element Manager (LEM)/Data Manager in managing technical manual source data, identifying the manuals that require updates, estimating the number of pages affected and establishing manual update schedules and update priority based upon outstanding source data.
  • Assist in developing and reviewing source data packages for prescribed format, style, number of pages, etc. for the manuals to be updated.
  • Support the MQ-9 program in the preparation and delivery of technical publications, changes and revisions.
  • Develop and provide “quick turnaround” of draft Type B IRAC packages as required, meeting NATEC policy including PDF updates to NATEC compliant postings.
  • Assist in reviewing, approving and submitting final publications to the Defense Automated Printing Service Office and NATEC website.
  • Assist in reviewing Interim Rapid Action Changes (IRACs) and Electronic Rapid Action Changes (ERACs) to identify and correct technical publication problems.
  • Convert/digitize legacy data from existing systems/formats to the formats identified in the tasking, including FAM compliant DON XML, CGM4, SVG, or other similar standards-based technical data products.
  • Adhere to applicable specifications, schemas, FOSIs, DTDs and like applicable structure and content, including S1000D and MIL-STD-3001.
