About The Position

The successful candidate will oversee the full lifecycle of the Division’s hardware, software, and information systems while providing technical leadership, training, and hands-on support. Requirements

  • Requires any combination of education and experience equivalent to a bachelor’s degree in computer science or a closely related field.
  • Requires a minimum of two years of full-time equivalent experience.
  • Requires a valid driver’s license and a driving record that is in compliance with City Driving Standards.
  • As applicable Information Technology based positions must meet requirements specified in Criminal Justice Information System (CJIS) policy for access to the Virginia Criminal Information Network (VCIN).

  • Serve as primary Systems Analyst for the Kinship application, coordinating with vendors and City IT on system support, troubleshooting, user access, and system enhancements.
  • Act as the agency’s Local Security Officer (LSO) by managing user access to VDSS systems, ensuring compliance with information security requirements, and conducting annual access reviews.
  • Provide oversight to technical support staff, manage IT assets, and coordinate state and local IT initiatives and system updates.
  • Serve as internal IT project coordinator and provide backup technical support to ensure continuity of technology services.
  • develop programs to meet specification; develop program flowcharts;
  • Identify and correct program problems encountered in testing; record technical information and compose instructions;
  • Communicate effectively both orally and in writing;
  • Solve programming problems; and work well with end-users in clarifying and solving programming issues.

Responsibilities

  • Lead day-to-day IT operations for the Division and provide supervision, guidance, and support to technical staff.
  • Manage and participate in technology projects, including planning, implementation, testing, upgrades, and ongoing system maintenance.
  • Analyze user needs and business processes to identify opportunities for technology improvements and recommend effective solutions.
  • Design, implement, maintain, and troubleshoot computer systems, software applications, hardware, and network resources.
  • Provide technical support to staff by diagnosing and resolving hardware, software, system access, and connectivity issues.
  • Administer system and network security, including user account management, access controls, and compliance with established policies and procedures.
  • Develop and deliver user training, technical documentation, and instructional materials to support effective use of technology resources.
  • Monitor emerging technologies, industry trends, and best practices to recommend enhancements that improve efficiency, security, and service delivery.
  • Maintain hardware and software inventories, system documentation, and other administrative records; assist with technology budgeting, purchasing, and vendor coordination as needed.
  • Collaborate with internal departments, vendors, and stakeholders to support operational needs and ensure reliable technology services.
