About The Position

TechTrans International is seeking a specialized, on-site Computer Based Training (CBT) Delivery Developer in Honolulu, Hawaii for a contingent opportunity. This role involves designing and developing interactive courseware and computer-based training in the native Chamorro language for host nation audiences. The developer will convert written materials into interactive courseware, storyboard multimedia, and develop educational multimedia using industry-standard authoring tools. Collaboration with regional customers and subject matter experts in the Honolulu office is key to ensuring technical accuracy, instructional alignment, and cultural appropriateness.

Requirements

  • 3 to 10 years of professional experience developing, coordinating, delivering, evaluating, and documenting training programs, instructional materials, readiness events, exercises, and workforce development activities.
  • Bachelor's (BA/BS) or Master's (MA/MS) degree.
  • High School Diploma / GED: 7 years of relevant experience
  • Associate's Degree: 6 years of relevant experience
  • BA/BS Degree: 4–6 years of relevant experience
  • MA/MS Degree: 2 years of relevant experience
  • Doctorate Degree: 0 years of experience
  • Journeyman personnel are expected to perform functional duties independently.
  • Certified Professional in Talent Development (CPTD), instructional design certification, instructor certification, or equivalent training.

Responsibilities

  • Design and develop total course materials for participants and facilitators, including instruction, exercises, evaluations, activities, and job aids.
  • Determine appropriate vehicles and delivery channels (instructor-led, CBT, virtual web-based, blended solutions) to achieve desired performance outcomes.
  • Plan and storyboard multimedia.
  • Develop educational multimedia using tools such as Adobe Captivate, Camtasia, Dreamweaver, Articulate Studio, or Raptivity.
  • Ensure the integrity of task analysis, training requirements, training hierarchies, and evaluation plans.
  • Evaluate materials during development for instructional alignment, styles, and specifications.
  • Interact directly with on-site customers and subject matter experts (SMEs) to guarantee the technical accuracy of the instructional content.
