About The Position

The Virginia Information Technologies Agency (VITA) is excited to offer a competitive opportunity to serve as a Comptroller with the Finance Division. VITA seeks an experienced Comptroller to oversee all aspects of financial accounting, reporting, and internal control for VITA’s Internal Service Fund (ISF) and multi-fund operations. This position will report directly to the Chief Financial Officer (CFO). This position requires strong expertise in both cash-based and full accrual accounting in accordance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) pronouncements. Knowledge of GASB standards such as GASB 87 (Leases), GASB 96 (Subscription-Based IT Arrangements), and other applicable pronouncements governing VITA is essential. The Comptroller ensures that all financial statements, schedules, and disclosures are accurate, complete, and prepared in accordance with the Commonwealth Accounting Policies and Procedures (CAPP) Manual, DOA financial reporting deadlines, and statewide requirements. The position directs financial operations, including general ledger, internal controls, accounts payable/receivable, payroll, grants management, capital asset & lease accounting, and financial system oversight for VITA’s PeopleSoft financial system, which interfaces with Cardinal. The Comptroller position is also a strategic and analytical role, using financial data to deliver actionable insights to guide executive decision-making and possess the ability to analyze and reconcile complex data sets. The Comptroller supports the Agency Risk Management and Internal Control Standards (ARMICS) program, ensuring that fiscal processes are documented, tested, and continuously improved. This role provides authoritative guidance on governmental accounting, rate setting, and working capital management, ensuring financial sustainability and transparency of ISF operations. The ideal candidate is an experienced accounting professional who combines rigorous adherence to GAAP/GASB with the ability to analyze and clearly communicate complex financial data.
