About The Position

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community. The Office of Human Resources holds a broad spectrum of responsibilities that contribute directly to ACS' vision of offering comprehensive, quality services that empower children and families to thrive. ACS' Office of Human Resources' primary functions include developing and implementing the agency's human resources policies and procedures, recruiting, and hiring qualified candidates for open positions, providing onboarding and training to new employees, managing employee performance and compensation, and ensuring compliance with all applicable employment, civil service, and labor laws. In addition to our primary functions, the Office of Human Resources provides a variety of other services to employees, such as career development, employee benefits, and wellness programs. The Office of Human Resources also works in partnership with divisions to provide initiatives and services that nurture and develop an environment of employee empowerment, advocacy, and involvement in the organization while attracting and cultivating a diverse dynamic workforce. The Compliance Unit is responsible for the onboarding process of all new hires and implementing internal promotions. The unit conducts background checks in accordance with city and state requirements and guidelines which include State Central Registry (SCR), Vulnerable Persons Central Registry (VCPR) via Staff Exclusion List, NYS Justice Center Criminal background checks (JCCBC), Department of Investigations (DOI) and DCAS Criminal Background checks where fingerprints are submitted to DCJS and FBI. This unit ensures employment verifications and character reference are conducted in a timely manner. The Compliance Unit is seeking a qualified candidate, who is a highly organized and detail-oriented professional that can manage and oversee candidate background checks and hiring eligibility determinations. This role plays a critical part in ensuring that all hiring decisions meet regulatory and agency standards while supporting recruitment efforts and supervising administrative staff.

Requirements

  • A baccalaureate degree from an accredited college
  • Two years of satisfactory, full-time experience related to the projects and policies to be studied in the particular position.

Responsibilities

  • Supervise Compliance Unit staff and assist in the day-to-day operations of the onboarding process.
  • Supervise a team of Compliance Specialist and review work for accuracy, completeness, and compliance with policies and procedures.
  • Utilize the specifications to review minimum qualification requirements on job postings, interviewing applicants, and reviewing resumes to determine hiring eligibility.
  • Perform New York Automated Payroll System (NYCAPS) review, research and analyze all Personnel Action Requests (PAR) and civil service transactions.
  • Review documentation and conducts background checks for State Central Registry (SCR) clearance forms, SEL and Justice Center Criminal Background checks.
  • Accurately assess applicants’ background qualifications, including character and fitness for employment.
  • Utilize multiple internal and external databases, including but not limited to Justice Center CBC system, NYCAPS, PMS, Unified Court, Staff Exclusion List, CHRMS and OCFS SCR online database clearance.
  • Maintain and update background clearance trackers and related hiring records.
  • Attend hiring pools and recruitment events to support the agency’s staffing needs.
  • Verify education, employment history, criminal history, and other personal qualifications relevant to hiring decisions.
  • Examine and analyze records and documentation related to applicant eligibility and fitness of applicants for employment.
  • Serve as a liaison between multiple agencies and internal units to obtain and convey information, coordinate activities, and maintain current records.
  • Verify information for transfer-in employees by monitoring DP2001 submissions and requesting TPF’s for employees as needed.
  • Process applicants requiring Department of Investigation (DOI) background investigations.
