About The Position

The Compliance Program Manager – SLED is responsible for developing, implementing, and overseeing compliance programs that support the company’s business with state, local government, and education customers. This role ensures adherence to applicable laws, regulations, contractual obligations, procurement requirements, and internal policies related to public sector business. The Compliance Program Manager partners closely with Sales, Legal, Contracts, Finance, Operations, and other cross-functional teams to reduce risk, strengthen internal controls, support compliant growth, and promote ethical business practices in the SLED market. This role is especially focused on compliance in the procurement, performance, billing, and administration of proposals and contracts with government entities, particularly within the USAC space.

Requirements

  • Bachelor’s degree in Business, Compliance, Legal Studies, Public Administration, Finance, or a related field; equivalent experience may be considered.
  • 5+ years of experience in compliance, contract administration, government programs, legal operations, risk management, or related functions.
  • Experience supporting public sector, government contracting, or SLED business operations.
  • Working knowledge of compliance requirements associated with state, local, or education customers, and USAC related funding.
  • Strong understanding of policy development, training, documentation, internal controls, and audit support.
  • Demonstrated ability to work cross-functionally with Legal, Sales, Finance, Operations, and program teams.
  • Strong written and verbal communication skills, with the ability to explain complex compliance requirements clearly.
  • Strong organizational skills and attention to detail, with the ability to manage multiple priorities in a deadline-driven environment.

Nice To Haves

  • Experience with telecommunications, technology, managed services, or regulated industries.
  • Familiarity with government procurement processes, cooperative purchasing vehicles, and public sector contracting practices.
  • Experience supporting compliance for proposal submissions, contract performance, and billing controls.
  • Certification such as CRCM, CCEP, PMP, or similar compliance / program management credential.
  • Knowledge of E-Rate, RHC, public funding programs, or education-sector procurement environments.

Responsibilities

  • Develop, maintain, and enhance compliance programs, policies, procedures, and controls supporting SLED business activities.
  • Monitor compliance with applicable federal, state, local, and education contracting requirements, including procurement rules, recordkeeping, billing integrity, audit readiness, and contractual obligations.
  • Partner with internal stakeholders to ensure compliant participation in SLED opportunities, proposals, bids, renewals, and contract administration.
  • Monitor and enforce internal policies on ethical business conduct related to government customers, including: procurement integrity and LCP compliance, conflicts of interest, gifts, gratuities, and anti-kickback requirements, consultant use, and false claims / false statements risk.
  • Establish and manage compliance review processes for SLED transactions, bids, documentation, and operational execution.
  • Support training and certification requirements for employees involved in government-related work; ensure covered employees understand and follow required compliance standards.
  • Conduct compliance risk assessments and identify control gaps, remediation plans, and process improvements.
  • Investigate potential compliance concerns, support internal reviews, and coordinate corrective actions when needed.
  • Maintain documentation and reporting needed for audits, internal reviews, and leadership updates.
  • Collaborate with related teams to support compliant execution of public sector opportunities and submissions. Internal government program support includes bid submission tracking and compliance-focused coordination.
  • Track changes in relevant laws, regulations, and public sector procurement practices and translate them into actionable business guidance.
  • Serve as a subject matter expert for SLED compliance and advise leadership on risk trends, issue escalation, and best practices.
  • Partner with Sales and Engineering teams for strategic planning ahead of USAC funding seasons, identifying targets, qualifying leads, and reviewing RFPs for pursuit.
