About The Position

The Compliance Officer is the focal point for, and responsible for, day-to-day operation of CNY Quest, Inc.’s compliance program. The Compliance Officer ensures that CNY Quest, Inc., and its employees comply with internal and external regulations. The Compliance Officers duties include working with management and staff to identify regulatory risks and designing internal controls to ensure compliance to ensure that the agency functions in a legal and ethical manner. They are responsible for developing compliance programs, reviewing company policies, and advising management on possible risks.

Requirements

  • Must possess knowledge of applicable Office for People with Developmental Disabilities (OPWDD), federal and state compliance regulations.
  • Bachelor’s degree in the behavioral sciences, human services, or social services fields from an accredited college or university.
  • Two or more years’ experience with risk management, corporate compliance
  • Valid New York State Driver’s license

Responsibilities

  • Overseeing and monitoring the adoption, implementation, and maintenance of the compliance program and evaluating its effectiveness.
  • Drafting, implementing, and updating a compliance workplan
  • Reviewing CNY Quest. Inc’s. policies and procedures to ensure they meet regulatory requirements, that they are reviewed annually, and are being implemented and followed.
  • Providing training and education on the compliance program to employees, volunteers, independent contractors and to the board of directors.
  • Ongoing auditing and monitoring of all CNY Quest, Inc.’s programs.
  • Responds to compliance issues as they are reported or discovered.
  • Reviewing and revising the compliance program, policies, and procedures, at least annually and any other time there are changes required by the law or regulations or due to organizational experience.
  • Assisting in establishing a method for improving the efficiency, quality of services, and reducing vulnerability to fraud, waste, and abuse.
  • Investigating and independently acting on matters related to the compliance program, including designing, and coordinating internal investigations, documenting, reporting, coordinating, and pursing corrective actions with all departments, contractors, and the State.
  • Coordinating and implementing fraud, waste, and abuse prevention program with the program directors.
  • Meet all recordkeeping and documentation requirements.
  • Establish and provide clear documentation and compliance records required by CNY Quest, Inc., and other government agencies.
  • Schedule and coordinate internal reviews, summarize the findings, and provide a written report to the agency Chief Executive Officer (CEO)
  • Report directly to the CEO, board of directors, and compliance committee at least quarterly on the progress with adopting, implementing, and maintaining the compliance program.
  • Maintain quality assurance by overseeing the completion of Corporate Compliance reports and Bureau of Certification reports, to include follow up and resolution of pertinent issues.
  • Monitor plans of correction to ensure proper implementation and quality improvement initiatives.
  • Conduct regular audits to help ensure that all billing and claim documentation is accurate (eVero).
  • Participate and be present at Bureau of Program certification visits, exit conferences, and remediate issues from corporate compliance reviews.
  • Maintains ongoing communication with CNY Quest, Inc. Board of Directors, and Compliance Committee Chairperson.
