About The Position

The Compliance Officer provides strategic leadership and administrative oversight for the planning, development, and monitoring of compliance systems supporting special education programs and related services within the Oklahoma School for the Blind. This role ensures that Oklahoma School for the Blind maintains full compliance with all federal and state mandates while supporting an instructional environment that promotes the academic and social-emotional advancement of students with diverse learning needs. Duties include monitor and ensure compliance with federal, state, and local regulations; support the planning, development, and implementation of compliant special education programs; conduct internal audits and risk assessments; provides staff training on compliance and regulatory requirements; investigate complaints and report findings; service as liaison with regulatory agencies. Applicant must be willing to perform all job-related travel. Trial period (if applicable) is required.

Requirements

  • Master's degree and four years of professional experience, or a bachelor's degree and five years of professional experience, or an equivalent combination of education and experience, substituting one year of professional level experience for each year of the required education.
  • Knowledge of federal and state laws and regulations relating to the administration of the principles, methods and practice of the program(s) being administered.
  • Knowledge of the organization, development and administration of the programs for which responsibility is assigned.
  • Knowledge of supervisory principles and practices.
  • Ability to plan, coordinate and evaluate the activities of multiple work units and divisions engaged in a broad range of functions.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to interpret, analyze and resolve highly complex administrative and personnel problems.
  • Ability to direct the functions and activities of a program or division which is large in size and scope that provides state-wide services.

Responsibilities

  • Manages a major agency unit, section, division, or program or function; and supervises professional level staff in the completion of assigned functions and activities.
  • Develops and recommends policies, rules and regulations which pertain to the administration of assigned programs consistent with federal and state laws; participates in program analysis, including the analysis of problems and needed services.
  • Directs studies of needs; reviews and analyzes information from studies and projects for immediate and long-range program development; advises subordinate program staff and other interested groups of the proper interpretation and application of agency rules and policies.
  • Reviews periodic staff reports, administrative audits, program activities and other information to evaluate program effectiveness and quality of service; develops controls to assure accountability for program operation, policy implementation and the maintenance of efficiency in various units.
  • Develops and maintains sound personnel policies and practices.
  • Monitor and ensure compliance with federal, state, and local regulations.
  • Support the planning, development, and implementation of compliant special education programs.
  • Conduct internal audits and risk assessments.
  • Provides staff training on compliance and regulatory requirements.
  • Investigate complaints and report findings.
  • Service as liaison with regulatory agencies.
