About The Position

The Compliance Manager – HIL is a second-line compliance subject matter expert who provides oversight to help ensure that home improvement loan application, origination, funding, and servicing operations and processes comply with applicable federal and state laws and regulations, program guidelines, and internal policies. This role involves managing assigned compliance programs, conducting and assisting with risk assessments and audits, performing monitoring and testing, and advising management on regulatory changes and potential risks. This role also assists the VP Compliance – HIL with the management of the compliance oversight function of our dealers, contractors, subcontractors, subservicers, technology providers, integration partners, and other service providers to the business. All assigned compliance workflows, standard operating procedures, and processes will be properly managed by the Compliance Manager – HIL. This role will also support the Vendor Management platform to ensure that applicable third parties are being properly assessed, monitored, and managed in accordance with their respective statements of work, service levels, regulatory standards, and contractual obligations. The scope of the role will include working closely with the business and other departments to provide feedback and compliance support regarding the oversight of subservicers, vendors, and other third parties. This role will also provide recommendations and risk-based proposals to the VP Compliance – HIL in relation to departmental goals and performance. This role will also drive the Risk and Control Self-Assessment (RCSA) program, ensuring risks are identified, measured, monitored, assessed, managed, and reported effectively across the business. This role will also assist in maintaining the Risk Issues Log and Control Library, supporting both proactive risk management and issue remediation efforts. Business owners remain responsible for operating their processes, maintaining their controls, and implementing corrective actions.

Requirements

5+ years of compliance experience in consumer lending, including demonstrated experience in loan origination, servicing, and regulatory compliance.
An in-depth understanding of relevant federal and state consumer lending laws, including TILA, ECOA and Fair Lending, FCRA and FACTA, UDAAP, EFTA, E-SIGN, GLBA, FDCPA, SCRA, MLA, AML/OFAC, and applicable state consumer lending laws and regulations.
Strong analytical, research, and problem-solving abilities.
Ability to assess risk, evaluate controls, identify issues, and recommend corrective actions.
Excellent written and verbal communication skills.
High level of attention to detail and sound judgment.
Strong project management and organizational skills, including the ability to manage multiple priorities in a remote environment.
Proficiency in Microsoft Office Suite.

Nice To Haves

Experience in home improvement lending, point-of-sale lending, dealer or contractor channels, or a comparable third-party consumer lending model is preferred.
Proven ability to lead projects and initiatives, provide guidance and credible challenge to teams, and build strong relationships with stakeholders.

Responsibilities

Assist with coordinating the RCSA process and ensuring risks are identified, measured, monitored, assessed, managed, and reported effectively across the home improvement lending business.
Conduct risk assessments and control evaluations to identify and mitigate compliance vulnerabilities, especially in complex and high-risk areas.
Assess, monitor, and document oversight activities for subservicers and other applicable third parties.
Analyze loan files and servicing activities to ensure adherence to policies and regulations.
Track issues, compliance matters, and corrective action or remedial plans with subservicers and other applicable third parties.
Plan, execute, and maintain all required documentation to evidence oversight of subservicers and other applicable third parties.
Provide critical information and feedback to the VP Compliance – HIL and business management regarding the subservicers and other applicable third parties.
Perform monitoring and testing of loan origination systems, FLS-direct processes, integration partners, and related funding and servicing activities to identify processing compliance issues and areas of risk.
Collaborate with stakeholders and business partners to develop clear and actionable issue remediation plans in accordance with risk management policies and procedures while ensuring lessons learned are documented and shared for continuous improvement.
Oversee compliance monitoring and testing activities for regulatory and operational risks, ensuring the design, implementation, and monitoring of compliance controls align with Fastlane’s CMS framework.
Develop key risk indicators (KRIs) and prepare summaries, briefings, and presentations to report on compliance status, findings, trends, and remediation progress to Compliance and the Board of Managers.
Lead and coordinate assigned compliance initiatives.
Assist in designing and implementing controls, procedures, monitoring activities, and training to ensure compliance with internal policies and procedures throughout the loan application, origination, funding, and servicing lifecycle.
Assist in developing solutions and action plans to address compliance findings and recommendations and monitor their implementation.
Provide support for internal and external audits, bank-partner reviews, regulatory examinations, and regulatory inquiries, gathering necessary documentation and assisting with responses.
Perform quality assurance/quality control (QA/QC) on necessary documentation and responses and report QA/QC findings to Compliance and management.
Continuously track changes in relevant laws, such as TILA, ECOA, Fair Lending, FCRA and FACTA, UDAAP, EFTA, E-SIGN, GLBA, FDCPA, SCRA, MLA, AML/OFAC, and other related or applicable laws and regulations.
Assess the impact of changes and support timely implementation.
Assist in the development, review, and maintenance of policies and procedures related to compliance topics.
Ensure that business units receive the necessary guidance and credible challenge regarding first-line operational procedures and that all compliance documentation is current.
Work with the business to create and deliver compliance training for teams.
Communicate regulatory requirements and changes to affected business units.
Collaborate with teams to identify compliance gaps, support implementation of remediation plans, and address complex customer complaints, including those made to the CFPB.
Monitor corrective action plans to support sustainable change.
Ensure all documentation, including risk assessments, control evaluations, issue tracking, action plans, and monitoring results, is complete, accurate, and current in applicable systems.
Regularly interact with business partners, including Research, Compliance, Internal Audit, Legal, and Risk Management, to support appropriate risk tolerance and mitigation measures.
Assist with third-party risk management as it relates to vendor relationships and monitoring for ongoing compliance.
Participate in special projects related to new regulations, programs, or procedural changes within the home improvement lending business.
