About The Position

The Housing Authority of the City of Austin (HACA) is seeking a motivated candidate to join a team that provides affordable housing and services to families and individuals needing stable housing. The Compliance Manager – Housing Choice Voucher Program performs supervisory and administrative tasks involved in planning, organizing, evaluating, and coordinating efforts to provide affordable housing through the Housing Choice Voucher (HCV) Program and other related programs administered by the Assisted Housing department.

Requirements

  • Bachelor's degree in Business Administration or Social Science and three years of experience providing social services to recipients; OR an equivalent combination of education and experience.
  • At least two (2) years of experience working as a housing eligibility specialist for the Housing Choice Voucher program.
  • At least two (2) years of direct supervisory experience

  • Section 8 Project-based Voucher Certification, Housing Choice Voucher Rent Calculation Certification, or HCV Rent Calculation Certification.
  • Spanish language proficiency

Responsibilities

  • Supervise and Support Housing Professionals: Oversee the daily work of Assistant Compliance Managers, Housing Eligibility Specialists II, and Housing Eligibility Specialists. Establish performance standards, delegate assignments, complete evaluations, provide documentation for disciplinary actions, and assist with interviewing and onboarding new team members.
  • Ensure Program Compliance and Quality Assurance: Monitor caseloads and workflows for compliance with HCV program requirements. Conduct monthly caseload audits and random screenings of tenant files to ensure timely file completion, consistency, and accurate reporting.
  • Manage Reporting and Systems Reconciliation: Print required HUD SEMAP monitoring reports and department summary reports to ensure staff follow up on delinquent items. Provide monthly caseload status reports to the Director and Vice President, and assist with weekly and monthly PIC error reconciliation and re-submissions.
  • Train and Mentor Staff: Train compliance supervisors, Housing Eligibility Specialists II, and Housing Eligibility Specialists on program practices, workflows, and updated policies in compliance with HUD regulations, state, and local policies.
  • Provide Expert Guidance and Dispute Resolution: Act as a resource for HCV participants, property owners, and staff. Explain program policies, address questions, mediate and resolve situations, and prepare formal written responses when appropriate.
  • Develop and Implement Policies: Assist with developing, drafting, implementing, and revising operational policies and procedures relevant to the HCV program to ensure compliance with HUD or program requirements and quality customer service.
  • Review Operational Actions and Adjustments: Review and process tenant and landlord financial adjustments, verify accuracy in the Elite system, and authorize adjustment payments. Review and approve voucher size upgrades, extension requests, reasonable accommodation requests, and family member add-on requests (including reviewing TX DPS/FBI criminal histories).
  • Manage Termination and Audit Support: Review files submitted for termination to ensure accuracy and validation, conduct informal hearings, and manage re-instatements in Elite and PIC. Assist with department-wide SEMAP and quality control audits.
  • Monitor HUD Updates: Keep abreast of HUD PIH notices as they relate to the HCV program, make information available to staff, and attend trainings to ensure timely implementation of new requirements.
  • Provide Operations Back-up: Cover vacant caseloads or step in during staff absences to conduct appointments, review files, perform desk audits, and maintain departmental output.
