About The Position

The Liquor Enforcement Division's mission is to promote public safety, support economic growth, and ensure the responsible sale and consumption of liquor and tobacco products through the fair, transparent, and consistent administration of Colorado's liquor, tobacco, and nicotine laws. The Liquor and Tobacco Enforcement Division (LED) within the Colorado Department of Revenue administers and enforces Colorado’s liquor and tobacco laws through inspections, investigations, compliance monitoring, and stakeholder education. Our team works collaboratively with businesses, local licensing authorities, and law enforcement agencies to protect public safety and promote a fair, compliant industry across the state.

Requirements

  • Six (6) years of relevant experience in professional criminal or compliance investigative experience in a regulatory environment.
  • A combination of related education and relevant experience in professional criminal or compliance investigative experience in a regulatory environment related to the work assigned equal to six (6) years.
  • A Bachelors degree from an accredited institution in accounting, anthropology, business administration, criminology, criminal justice, criminalistics, economics, environmental health, finance, law, law enforcement, political science, police science, psychology, public administration, public health, sociology, or a closely related field as determined by the Department.
  • Must possess and maintain a valid Colorado driver's license (at the time of application.)
  • Must be 21 years of age or older for this position.
  • Must be able to pass a background check.
  • Candidate may be required to pass a Pre-Employment Drug Screen.
  • Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
  • As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy.
  • Final candidates must also complete a successful background investigation and reference check prior to appointment.
  • Pursuant to the Universal Driving Standards Policy, any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.
  • Motor Vehicle Records (MVRs) will be pulled for review for workers who: Have an assigned State fleet vehicle, Are required to operate a vehicle as part of the position, Utilize a State fleet vehicle as a pool vehicle.

Nice To Haves

  • More than the required minimum experience in professional investigative and/or compliance experience in a regulatory environment.
  • Recent experience with: investigations involving compliance reporting or criminal activities, interview techniques, interpreting and applying statutes.
  • Experience conducting due diligence investigations in a regulatory environment on companies and/or people to determine suitability for licensure.
  • Experience interpreting and applying statutes and regulations.
  • Proficiency in the Microsoft Office Suite/Google suites.
  • Excellent oral and written communication and interpersonal skills.

Responsibilities

  • Supervise and support Compliance Investigator I staff by assigning caseloads, monitoring investigations, and reviewing reports for accuracy, completeness, and timely submission.
  • Provide coaching, training, and performance feedback while assisting with employee evaluations, scheduling, and operational coverage needs.
  • Review investigative methodologies, charging documents, and evidence to ensure compliance with Colorado statutes, regulations, and division procedures.
  • Coordinate staffing resources, monitor overtime and expenditures, and ensure investigative activities are completed efficiently and professionally.
  • Conduct and oversee complex investigations involving alleged violations of Colorado liquor and tobacco laws and regulations.
  • Interview witnesses, complainants, licensees, and other involved parties to gather evidence and determine compliance outcomes.
  • Utilize databases, surveillance methods, investigative reports, and regulatory records to support investigative findings and enforcement actions.
  • Recommend appropriate administrative actions based on investigative findings, evidence, and applicable penalty guidelines.
  • Conduct compliance inspections and re-inspections of licensed establishments to evaluate adherence to Colorado laws and regulations.
  • Review business operations, records, and procedures to identify violations and promote voluntary compliance efforts.
  • Monitor licensed businesses proactively and document investigative findings through detailed reporting and evidence collection.
  • Recommend disciplinary or corrective actions when violations are identified and assist with case preparation for administrative review.
  • Provide education and training to licensees, local licensing authorities, law enforcement agencies, and community stakeholders regarding Colorado liquor and tobacco laws.
  • Build collaborative relationships with industry partners to encourage compliance, reduce complaints, and support enforcement initiatives.
  • Assist investigators and stakeholders by providing guidance on statutes, regulations, administrative procedures, and enforcement expectations.
  • Participate in hearings, meetings, and outreach events while maintaining awareness of legislative and regulatory updates affecting the industry.
