About The Position

The Oregon Department of Human Services (ODHS), Office of Developmental Disabilities Services (ODDS), is seeking an Assistant Administrator of Quality and Compliance (Compliance and Regulatory Manager 3). Requirements

  • Seven years of supervision, management, or progressively related experience; OR four years of related experience and a Bachelor’s degree in a related field.
  • Proven experience leading multiple managers, supervisors, or work units in a union represented, complex regulatory, compliance, quality, healthcare, human services, or public-sector environment.
  • Demonstrated ability to establish organizational priorities and successfully oversee complex programs, projects, portfolios, or strategic initiatives involving multiple partners, competing priorities, organizational dependencies, and measurable outcomes.
  • Proven experience holding leaders, managers, supervisors, or professional staff accountable through performance management, coaching, mentoring, succession planning, leadership development, and oversight of organizational outcomes.
  • Expertise in regulatory compliance, quality assurance, licensing, investigations, audits, oversight functions, corrective action, and risk management.
  • Proven experience leading organizational change, operational improvement, quality improvement, or system transformation initiatives using data, performance measures, audits, reviews, investigations, or operational metrics to improve performance, compliance, quality, or service delivery.
  • Demonstrated ability to build alignment across teams, programs, and partners, with differing priorities while maintaining focus on organizational goals, outcomes, and organizational effectiveness.
  • Demonstrated ability to exercise sound judgment and make defensible decisions involving complex, sensitive, controversial, high-risk, or highly visible issues.
  • Proven experience communicating and collaborating effectively with executives, staff, providers, legislators, Tribal governments, advocacy groups, community partners, and other cross-sector partners regarding complex, sensitive, or high-impact issues.
  • Expertise in budget development, resource allocation, workforce planning, and stewardship of public resources in support of organizational priorities and outcomes.

Responsibilities

  • Manage and supervise teams responsible for Licensing, compliance, quality improvement, assurance, and project management activities.
  • Develop and oversee strategic quality improvement initiatives in alignment with the ODDS quality framework and management plan.
  • Ensure ODDS services comply with federal and state laws, collective bargaining agreements, regulations, CMS rules, and internal policies, including oversight of licensure, certification, and incident reporting systems.
  • Develop and adhere to a biennial budget for the Quality and Compliance Pillar that promotes the most efficient and effective services, given available resources, through the office’s program managers.
  • Lead efforts to monitor and enhance service quality and effectiveness, including defining and reporting on key quality metrics.
  • Oversee quality assurance reviews of ODDS contractors, including CDDPs, Brokerages, and provider organizations.
  • Oversee abuse and neglect reporting and investigations in collaboration with the Office of Training, Investigations and Safety (OTIS) and the Office of Adult Abuse Prevention and Investigations (OAAPI), ensuring effective reporting, data flow, and oversight mechanisms.
  • Lead the quality improvement unit and oversee defining and reporting on program performance metrics.
  • Lead the development and implementation of systemwide procedural practices, operational guidelines, and system changes to ensure legal and policy compliance throughout the service delivery system.
  • Develop and respond to legislation related to developmental disability issues related to quality and compliance.
  • Engage individuals receiving services, families, providers, and advocacy groups to gather feedback and inform quality initiatives.
