About The Position

The City of Anaheim Community Services Department is seeking a Community Services Supervisor to manage Youth Development Programs. The Community Services Supervisor for Youth Development is an integral part of the Neighborhood and Human Services Division with the Anaheim Community Services Department. The Community Services Supervisor will oversee multiple full time and part time staff that support the Project S.A.Y. (Support Anaheim’s Youth) Youth Development Program, two Youth Center facilities, six Teen Center programs, and the Anaheim Accessibility Center. The Community Services Supervisor position is responsible for overseeing the day-to-day program and facility operations, service projects, events, and overall programming offered through each program. Experience in organizing and overseeing youth development, case management, and youth and adolescent programs is critical to the success of youth services offered by the City. Candidates must possess four years of responsible program experience related to the area of assignment, including one year of administrative and/or lead supervisory experience in planning, developing, implementing, evaluating, and supervising youth and adolescent programs and services. A Bachelor's degree from an accredited college or university with major course work in human services, public administration, recreation administration, social ecology, business administration, or a related field is required. An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying. Ideal candidates will have prior experience with youth development, case management, youth and adolescent programs, special events, budgeting, contract administration, and supervisory experience working with youth and adolescents. Ideal candidates with work well with key stakeholders and outside agencies; establish and maintain partnerships with key stakeholders, maintain an awareness of new trends and developments in youth services; maintain records concerning programs and services; prepare reports; attend and participate in professional group settings, and prepare and review work performance of key staff. Requirements

  • Four years of responsible program experience related to area of assignment including one year of administrative and/or lead supervisory experience involving significant experience in planning, implementing, evaluating, and supervising programs
  • Bachelor's degree from an accredited college or university with major course work in recreation administration, human services, social ecology, public administration, business administration, or a related field.
  • An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
  • Knowledge of operations, services, and activities of assigned community services program areas.
  • Knowledge of principles of supervision, training, and performance evaluation.
  • Knowledge of modern and complex principles and practices of community affairs and relations.
  • Knowledge of principles of contract administration.
  • Knowledge of facility safety standards.
  • Knowledge of principles and techniques of community needs assessment.
  • Knowledge of principles and practices of budget preparation and administration.
  • Knowledge of principles and procedures of record keeping.
  • Knowledge of principles of business letter writing and basic report preparation.
  • Knowledge of office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
  • Knowledge of pertinent federal, state, and local laws, codes, and regulations.
  • Ability to coordinate and direct assigned community services programs including in the areas of human services, recreation, and/or neighborhood services.
  • Ability to supervise, organize, and review the work of assigned staff providing services in assigned areas.
  • Ability to select, train, and evaluate staff.
  • Ability to recommend and implement goals, objectives, policies, and procedures for providing assigned programs and services.
  • Ability to understand the organization and operation of the organization and of outside agencies as necessary to assume assigned responsibilities.

  • Possession of an appropriate, valid driver’s license.

Responsibilities

  • Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for providing programs and activities within the assigned division within the Community Services Department.
  • Establish schedules and methods for providing assigned services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
  • Participate in the development and implementation of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; monitor work activities to ensure compliance with established policies and procedures.
  • Participate in the selection of staff for assigned area; provide or coordinate staff training; prepare and conduct evaluations of employee performance; work with employees to correct deficiencies; implement discipline procedures.
  • Participate in the development and administration of the area/section budget; lead and coordinate the development and administration of the budget for assigned programs; submit budget recommendations; monitor expenditures.
  • Oversee the generation of revenue to offset operation costs; establish and administer client user fees and rental rates.
  • Solicit donations from outside agencies and organizations; plan and administer fund raising campaigns and activities; generate funds from external resources; present presentations and revenue generating activities.
  • Research, negotiate, monitor, and administer contracts and agreements; coordinate contract development with City Attorney’s Office and contractor; ensure contract provisions meet City standards; ensure work is performed in compliance with contracts and agreements.
  • Supervise the use, care, maintenance, improvement, and assignment of facilities, vehicles, and equipment; supervise the general operation of programs and facilities to ensure the efficient delivery of services; order, control, and maintain materials, supplies and equipment levels.
  • Assess community and facility needs; design, modify, and evaluate programs to meet community needs.
  • Assist with the coordination of the community services network among public and private agencies; promote community relations and maintain cooperative working relationships with other City officials; serve as liaison to community organizations.
  • Supervise and participate in public presentations to inform the public of community services programs; communicate with media representatives regarding specific issues and topics; participate in the preparation of news releases, flyers, pamphlets, and brochures to publicize programs and events.
  • Maintain records concerning operations and programs; prepare reports on operations and activities.
  • Attend and participate in professional group meetings; maintain awareness of new trends and developments in the community services field related to area of assignment; incorporate new developments as appropriate into programs.
  • Develop and maintain formal and informal collaborative relationships and project with private, public and non-profit youth serving organizations.
  • Prepare staff reports and activity reports and other specialized reports as requested; maintain records.
  • Perform related duties as required.
