About The Position

The City of Anaheim Community Services Department is seeking a dynamic Community Services Coordinator to support youth development initiatives. This role involves researching, developing, and conducting youth development and outreach services for junior high and high school students and their families in "at-risk" environments. Project S.A.Y. (Support Anaheim's Youth) is the City's Youth Development Program, utilizing outreach, case management, school interventions, parent assistance, community education, youth leadership development, health and fitness, and education/employment to engage youth in positive activities. Youth will work individually or in small groups with a Coordinator to resolve conflicts and address important issues, participating in social, recreational, and educational activities to develop skills for successful adulthood. Participants will develop leadership, conflict resolution, problem-solving, and goal-setting skills, and will help plan activities such as sporting events, camping trips, leadership programs, and community service projects. Services are offered at no cost to eligible youth.

Requirements

  • Responsible experience in Youth Development, Social Work, Community Services, and/or Counseling.
  • At least 2 to 3 years of Youth Development related experience in an "at risk" setting.
  • Knowledge of principles and premises of a broad Youth Development Framework including youth Competency Areas and Developmental Assets.
  • Knowledge of current research and practices in resiliency research, creating environments of positive support, and developing capable young people.
  • Knowledge of youth program coordination, leadership and character development programs for youth.
  • Knowledge of challenges and obstacles facing youth living in "at-risk" environments.
  • Knowledge of college/university and other higher educational processes including enrollment and admissions and how youth may access those opportunities.
  • Knowledge of City, department, division policies and procedures.
  • Knowledge of application of policies and procedures within assigned area.
  • Knowledge of methods and techniques used in marketing and promotion.
  • Knowledge of modern office procedures.
  • Knowledge of field-related software applications.
  • Knowledge of procedures and techniques of budgeting.
  • Knowledge of business letter writing and basic report preparation.
  • Knowledge of principles and procedures of record keeping and data collection.
  • Ability to maintain effective interpersonal communication skills.
  • Ability to plan, organize and prioritize tasks.
  • Ability to lead, motivate and guide youth participants.
  • Ability to prepare and administer a budget.
  • Ability to train staff and volunteers.
  • Ability to communicate effectively with participants and their families, school administrators, law enforcement personnel, social service agencies, religious community, supervisors, and members of the public.
  • Ability to maintain effective communication in hostile environments.
  • Ability to use effective conflict resolution and mediation techniques.
  • Ability to develop program procedures and operating instructions for volunteers and participants.
  • Ability to attend pertinent training and develop training for co-workers.
  • Possess a valid driver's license by date of appointment.
  • Maintain current CPR and First Aid certificates.

Nice To Haves

  • Bachelor's Degree in the area of Youth Development, Human Services, Social Work, or Counseling is highly desired.
  • Bilingual proficiency (read/speak/write) in Spanish is highly desirable.

Responsibilities

  • Develop, coordinate and implement youth development programs/activities that help youth build skills in the five competency areas: social/emotional, health/physical, cognitive/creative, vocational, and citizenship/ethical.
  • Conduct behavior guidance and para-professional counseling with youth.
  • Provide case management services including assessing client needs, coordinating a service delivery plan, providing para-professional counseling, and conducting follow-up checks on client/agency linkage success.
  • Monitor and report client progress toward independence; establish and prepare case management files and long-term tracking records.
  • Prepare and maintain statistical and narrative reports, productivity records, daily staff logs, project plans, and incident reports.
  • Conduct school-based gang, drug, and violence prevention/intervention services, and assist school administrators in tracking youth in "at-risk" environments and aiding their reentry into school.
  • Conduct in-home assessments of family situations/needs and develop service delivery plans, which may include conferences with parents regarding child welfare.
  • Establish individual responsibility, behavior, and academic agreements with clients.
  • Provide emergency assistance, crisis intervention, and follow-up to families.
  • Conduct initial assessments of youth, redirect youth, and follow up on referrals from school administrators, police officers, probation officers, and parents.
  • Provide conflict resolution and mediation assistance between youth and their peers, parents, schools, and the community.
  • Provide in-depth information and referral services; identify ongoing support services/needs of families and assist them in accessing those services.
  • Identify short-term and long-term educational needs of clients and provide referrals to social service agencies.
  • Problem-solve obstacles to client progress and instruct clients on how to self-assess and access services.
  • Develop opportunities for youth to build developmental assets (Support, Empowerment, Boundaries & Expectations, Constructive Use of Time, Commitment to Learning, Positive Values, Social Competencies, Positive Identity).
  • Guide and supervise youths in the asset categories.
  • Participate in planning meetings and implementation of special events, educational programs, and health services.
  • Conduct parent education presentations on topics such as gang/drug awareness and prevention, graffiti prevention, behavior modification, and communication.
  • Provide in-service training to school personnel and other youth service professionals.
  • Provide bilingual services including translating and transcribing English to Spanish and Spanish to English, and completion of public assistance forms.
  • Maintain effective communication and working relationships with patrons, participants, clients, co-workers, City Department representatives, and outside agencies.
  • Participate in the coordination of volunteers and their activities.
  • Maintain activity and progress records; conduct research and prepare reports; attend staff meetings; may attend regional workshops and conferences.
  • Develop and prepare publicity material including news releases, flyers, pamphlets, brochures, and presentations.
  • Perform public relations work within the community and with community groups pertaining to specific programs, events, and special activities.
  • Coordinate special events and projects, sometimes in collaboration with multiple outside agencies and/or service providers.
  • Perform related duties and responsibilities as required.
