About The Position

The City of Springfield is seeking applicants for a Community Programs Specialist in the Office of Planning and Economic Development. This role involves assisting with grant award funding programs, monitoring program progress, planning and implementing projects, maintaining program files, conducting research, performing community outreach, and preparing meeting minutes. The position requires a blend of administrative, communication, and project support skills to ensure the effective implementation of OPED and HUD-funded programs.

Requirements

Knowledge, skill and mental development equivalent to completion of four years of college and one year of related experience, or any equivalent combination of education and experience.
Current City employees must have completed their probationary period and attained certified status in their current position to be eligible to apply.

Responsibilities

Take calls, screen applicants, and provide assistance for grant award funding programs administered by OPED and HUD-funded programs.
Communicate with applicants throughout the application, review, and final disposition processes.
Assist Community and Economic Development staff with monitoring the progress of funding programs through the ordinance process, including preparing proposals and reports, monitoring agreement fund balances, and preparing ordinance and OBM fact sheets.
Assist with planning and implementing projects and programs to meet goals established by OPED, including coordinating activities necessary to support the effective implementation of OPED programs.
Establish and maintain electronic and hard-copy files for each project to support program tracking, documentation, and reporting requirements.
Assist with research and compilation of data and information requested by the public and other City staff.
Perform community outreach to disseminate and gather information to support the implementation and effectiveness of OPED programs.
Participate in staff meetings, share ideas and information, contribute to team effectiveness, and prepare meeting minutes for business and residential pre-application meetings.
Perform other duties as required or assigned within the scope of duties enumerated above.
