About The Position
SpecPro Sustainment and Environmental, LLC (SSE) is a government contracting and consulting firm supporting military installations and federal agencies across the nation. SSE is seeking a Community Planner (Mid-Level) to support our ongoing mission with the 647 Civil Engineering Squadron (CES) at Joint Base Pearl Harbor-Hickam, Hawaii. The Community Planner will support installation planning efforts, including development and maintenance of planning documents, facility requirements, infrastructure initiatives, and long-range development strategies.
Requirements
- Bachelor’s degree in Community Planning, Urban and Regional Planning, Architecture, Engineering, Geography, or a related field from an accredited institution within the United States.
- Minimum of 5 years of relevant planning experience, including at least 3 years supporting military installation planning or related facility/infrastructure planning.
- Knowledge of community planning principles, land-use planning, facility planning, and infrastructure development.
- Ability to analyze planning information and develop clear recommendations and supporting documentation.
- Strong written and verbal communication skills with the ability to coordinate with multidisciplinary stakeholders.
- Must be able to successfully complete the required Tier 1 background investigation and obtain/maintain a Common Access Card (CAC).

- Experience with Air Force installation planning processes, systems, or related planning tools.
Responsibilities
- Support development and maintenance of installation planning documents and related planning products.
- Assist with long-range planning efforts involving facilities, infrastructure, land use, and installation development.
- Analyze existing conditions, requirements, and proposed projects to support installation planning decisions.
- Coordinate with Civil Engineering personnel, installation stakeholders, and other organizations to identify and document planning requirements.
- Support facility and infrastructure planning initiatives and assist with development of recommendations to address identified needs.
- Prepare planning documentation, reports, presentations, maps, and other supporting materials.
- Assist with data collection, analysis, and validation to support planning studies and project development.
- Participate in meetings, working groups, and planning activities supporting installation mission requirements.
