About The Position

Tactica Solutions LLC is seeking an experienced Community Planner to provide Systems Engineering & Technical Assistance (SETA) support to the U.S. Army Space and Missile Defense Command (USASMDC) Office of the Deputy Chief of Staff, G-4. Based in Huntsville, Alabama, this advisory position supports long-range installation, facility, infrastructure, and land-use planning. The planner translates current and future mission requirements into coordinated planning solutions for facilities, infrastructure, space utilization, military construction, sustainment, restoration and modernization, and related investment decisions. The role coordinates closely with USASMDC leadership, installation and garrison organizations, the U.S. Army Corps of Engineers (USACE), architectural and engineering partners, environmental and security offices, and other mission stakeholders. It requires military installation-planning experience and strong analytical, project-coordination, and communication skills. This is an advisory SETA role; final Government approvals, funding decisions, contracting actions, and other inherently governmental decisions remain with authorized Government personnel. The position is primarily office- and computer-based, with occasional travel and periodic site visits. Duties and assignments may evolve based on customer mission requirements, program priorities, contract scope, and business needs.

Requirements

  • Five or more years of professional experience in military installation planning, community or regional planning, facility planning, land-use planning, infrastructure planning, real-property planning, or a closely related field.
  • Experience supporting DoD, the U.S. Army, another Federal agency, or a comparable large-scale facilities or infrastructure organization.
  • Working knowledge of installation master planning, land-use planning, facility requirements analysis, space utilization, and long-range infrastructure planning principles.
  • Familiarity with current DoD installation master-planning criteria, Army facilities policy, and applicable Federal, State, and local planning requirements.
  • Experience supporting MILCON, SRM, facility-investment planning, project development, or related capital-planning activities.
  • Ability to analyze facility, infrastructure, land-use, and mission data and translate findings into clear planning alternatives and recommendations.
  • Experience using ePRISMS or comparable real-property/facility-management systems and familiarity with planning or programming tools such as PAX, DD Form 1391 Processor, PC-Cost, HQIIS, GFEBS, RPLANS, GIS, or similar systems.
  • Strong written, oral, analytical, project-coordination, and briefing skills, including the ability to communicate planning issues to senior military and civilian stakeholders.
  • Ability to manage multiple planning actions, coordinate across geographically or organizationally dispersed teams, and meet customer and program deadlines.
  • Proficiency with Microsoft Office 365 applications, including Word, Excel, PowerPoint, Teams, Outlook, and SharePoint.
  • U.S. citizenship.
  • Ability to obtain and maintain a Secret security clearance for the duration of employment.
  • Ability and willingness to travel occasionally in support of customer requirements.

  • Experience supporting USASMDC, Army Materiel/installation organizations, Space Force installations, or other DoD mission organizations in the Colorado Springs area.
  • Experience preparing or supporting DD Form 1391 documentation, PAX processing, planning charrettes, facility requirements analyses, or capital investment strategies.

  • Evaluate land use, facility siting, development proposals, circulation systems, zoning or compatible-use considerations, and infrastructure relationships for alignment with USASMDC mission requirements.
  • Support facility-space optimization, customer authorizations, utilization studies, space-allocation planning, and analysis of existing facility assets to improve use of the Government real-property portfolio.
  • Support MILCON programming and project development, including planning requirements, site selection, scope development, planning-level cost information, and coordination with Government engineering and programming organizations.
  • Review SRM, MILCON, and other facility-investment proposals for consistency with approved plans, mission priorities, installation constraints, and long-range development objectives.

  • Identify conflicts among mission requirements, proposed land uses, facility investments, and infrastructure constraints, and develop practical alternatives that support readiness, mission continuity, and efficient resource use.
