About The Position

The Lead Community Planner serves as the installation’s focal point for Installation Development Planning (IDP), leading land use, facility, and infrastructure planning to support mission requirements. This role develops and oversees comprehensive planning efforts, including facility, regional, and space optimization planning, ensuring efficient, sustainable, and mission-compatible use of installation assets. The position provides technical leadership and delivers data-driven analyses to support informed siting, investment, and development decisions in accordance with Air Force planning guidance, while coordinating with internal and external stakeholders to protect installation interests. This position plays a critical role in ensuring installation development decisions protect mission capability, optimize resources, and maintain long-term installation resilience.

Requirements

  • Bachelor’s degree in community planning from a program accredited by the Planning Accreditation Board.
  • Minimum five (5) years’ experience in community planning field or at least three (3) years’ experience in community planning at a major US military installation (Air Force Experience is preferred).
  • Completion (or ability to obtain after hire) of WENG 519 Air Force Installation Planning Principals and WENG 520 Comprehensive Planning Development provided by AFIT.
  • Experience with Air Force planning systems (e.g., NexGen, CPP) preferred.
  • Ability to hold and maintain a U.S. Department of Defense Secret security clearance.
  • Must complete and pass a pre-employment drug screen and background check.
  • Proficiency in Microsoft Office Suite, including Outlook, PowerPoint, Word, and Excel, for communication, briefings, data analysis, and documentation.
  • Ability to effectively utilize and maintain data within NexGen IT systems and other authorized Air Force platforms, with demonstrated aptitude to learn and adapt to evolving planning and asset management technologies.

Responsibilities

  • Provide planning recommendations to leadership supported by sound economic, technical, and risk-based analysis.
  • Prepare and brief planning products, analyses, and recommendations to the Installation Facility Board (FB) and senior leadership.
  • Ensure all planning activities comply with applicable Air Force Instructions (DAFI), Manuals (AFMAN), and installation-specific guidance.
  • Represent the installation at local government and regional planning commission meetings, advocating for Air Force interests and monitoring off-base development impacts; brief leadership on potential risks, encroachment concerns, and recommended actions.
  • Coordinate with the Contracting Officer Representative (COR), project proponents, installation stakeholders, and external agencies to evaluate siting options and minimize impacts to natural resources, installation assets, and mission operations.
  • Serve as the Land sub-Asset Management Plan (subAMP) Manager, ensuring the appropriate quantity, quality, and configuration of land to support mission sustainment.
  • Execute and manage the Facility Space Planning and Optimization (FSPO) program in accordance with DAFI 32‑1015 and Air Force guidance.
  • Lead installation facility space planning and optimization, including conducting space allocation surveys and performing data-driven analyses within NexGen or other authorized Air Force data systems to support space requests and decision-making.
  • Integrate facility space allocation and customer authorization to support accurate, data-driven planning and decision-making.
  • Monitor and analyze facility utilization rates (URs) and develop strategies to improve space efficiency and mission support.
  • Develop, update, and maintain the Facility Space Optimization Plan in coordination with engineering and asset management functions.
  • Manage and support the Space Utilization Working Group, facilitating evaluation and prioritization of space requirements and alignment with mission needs.
  • Coordinate with the Real Property Office (RPO) and Geo Integration Office (GIO) to ensure alignment of planning data, facility records, and spatial analysis.
  • Maintain accurate facility space data and drawings of record (DoR) within real property systems to support planning, reporting, and decision-making requirements.
  • Oversee the Building Measurement Team (BMT), ensuring accurate facility data collection, validation, and reporting in support of planning and real property records.
  • Lead the development, update, and oversight of Air Installation Compatible Use Zone (AICUZ) studies, including Airfield Clear Zones (ACZ) and Accident Potential Zones (APZ), ensuring compatibility between airfield operations and land use on and off the installation.
  • Lead, manage, and coordinate the development and updates of the Installation Development Plan (IDP) within the Comprehensive Planning Platform (CPP) and associated planning products, ensuring full alignment across land use, infrastructure, and mission requirements.
  • Evaluate development proposals against base criteria, identifying encroachment risks and recommending mitigation strategies to protect mission capability and safety.
  • Develop, review, and manage airfield and land use waiver packages, ensuring requests are supported by risk-based analysis, mission justification, and appropriate coordination.
  • Track and maintain waiver records, ensuring continued compliance, visibility to leadership, and incorporation into planning decisions.
  • Provide technical guidance to leadership on airfield compatibility, encroachment management, and risk acceptance decisions.
  • Integrate asset management technologies, planning data, and investment strategies into installation planning processes.
  • Prepare Statements of Work (SOWs) and Independent Government Cost Estimates (IGEs) in support of planning requirements.
  • Manage daily workflows, priorities, and deliverables, ensuring timely and high-quality completion of planning products.
  • Communicate project timelines, priorities, and objectives clearly to team members and stakeholders.
  • Provide input to long-range installation planning initiatives and updates, ensuring alignment of planning products with mission requirements and Air Force strategic objectives.
  • Perform other duties as assigned in support of installation planning and mission requirements.
