About The Position

The Community Peace Officer Level 1 (CPO1) position provides key policing support to the community by enforcing Provincial Acts and Municipal Bylaws. This role involves leadership, maintaining confidentiality, detailed reporting, and specific accountabilities related to various acts and bylaws. The position also requires active community engagement, participation in patrols, animal control, serving documents, public education, investigations, court testimony, and administrative duties. The schedule involves rotating shifts, including days, evenings, nights, weekends, and statutory holidays, with potential on-call requirements. The role is a combination of office-based and operational duties.

Requirements

  • Completion of a two-year post-secondary diploma in Police and Justice Studies from a recognized institution.
  • Minimum of one year experience in a related field or a combination of experience and education that is deemed acceptable.
  • Qualified to use/carry Baton and Oleoresin Capsicum Spray.
  • Successful completion of the Physical Abilities Requirement Evaluation (PARE) Test.
  • Completion of all required training under the Alberta Public Safety Peace Officer Program.
  • Ability to be Appointed as a Community Peace Officer Level 1.
  • Current First Aid and AED certificate.
  • Current documentation with respect to Emergency Vehicle Operation Course (EVOC) and the ability to maintain certification.
  • Strong computer skills with proficiency in Microsoft Office 365, Word and Excel.
  • Ability to multi-task, direct work, stay organized and maintain a strong attention to detail.
  • Ability to complete tasks with time-restricted deadlines while maintaining accuracy.
  • Strong communication skills; the ability to maintain professionalism and converse in-person and through written correspondence with all levels of staff, stakeholders, and the public.
  • Ability to work independently and effectively with a team.
  • Ability to conduct work practices in an ethical and confidential manner.
  • A valid Class 5 Driver’s License registered in Alberta or Saskatchewan with an acceptable Driver’s Abstract.
  • RCMP Enhanced Reliability Screening Clearance.
  • Successful applicant must provide proof of qualifications.
  • Applicants with international education will be required to include an Academic Credential Assessment with application.

Responsibilities

  • Participate in building a cohesive plan to achieve objectives and the overall vision of the City of Lloydminster.
  • Participate in the training and mentorship of junior staff.
  • Represent the City of Lloydminster with the highest standards, values, and ethics.
  • Maintain the strictest confidentiality in all matters.
  • Meet or exceed the requirements of the RCMP enhanced security policy.
  • Adhere to the policies and principles of the LA/FOIP Act.
  • Document all incidents in accordance with governing legislation and operating policies.
  • Report all incidents in the approved reporting software.
  • Provide updates on incidents, files, or other matters to the Manager, Municipal Enforcement.
  • Maintain a strong relationship with the RCMP and other area stakeholders.
  • Enforce the Traffic Safety Act, The Gaming, Liquor & Cannabis Act, The Environmental Protection and Enhancement Act, The Provincial Offenses and Procedure Act (Alberta), The Summary Offences Procedure Act (Saskatchewan), The Animal Protection Act and Dangerous Dogs Act, Petty Trespass and Trespass to Premises Act, and other indicated Provincial Acts.
  • Enforce all Municipal Bylaws and participate in the development and/or revision of Municipal Bylaws.
  • Act as a liaison with residents and participate with community groups.
  • Participate in vehicle, bike, and foot patrols of the community.
  • Provide animal control services.
  • Serve documents as required.
  • Provide and participate in public education and various safety programs.
  • Conduct investigations.
  • Provide testimonies in Court.
  • Work with the Prosecutor to ensure Court documentation is complete and testimony secures convictions.
  • Work with the RCMP on traffic safety initiatives and other policing requirements.
  • Perform administrative duties including documentation of complaints, education, court attendance, and informal dispute resolution.
  • Take and secure evidence in a manner that meets legislative requirements.
  • Provide tours to visitors and answer general public and staff inquiries.
  • Speak publicly in an engaging and respectful manner.
  • Provide customer service, both in-person and over the phone.
  • Develop, implement, and participate in community safety initiatives.
  • Perform other related duties as required.
