About The Position

This position, Public Service Coordinator I, is responsible for leading community outreach activities, building and coordinating partnerships, representing the office at events, and recruiting and developing member testimonials. The role serves as the Office’s subject matter expert on outreach strategy. The position allows for partial telework with management approval and is a limited-period position located in Portland. The Department of Health and Human Services (DHHS) aims to improve the health and well-being of all Mainers and reduce disparities across the state. The Office of the Health Insurance Marketplace (OHIM) operates CoverME.gov, Maine’s Health Insurance Marketplace.

Requirements

  • An eight (8) year combination of education and/or experience that includes a bachelor’s degree in public health, health education, communications, social services, or a closely related field.
  • Four (4) years of experience with developing and maintaining positive relationships with community organizations or private business professional organizations on health-related outreach or advocacy efforts, ideally in the State of Maine.
  • Experience with testimonial collection.
  • Experience representing a government agency or organization with external stakeholders.
  • Strong written and oral communication skills.
  • Experience conducting interviews and developing communications materials that include consumer stories for use in marketing, communications and/or policymaker education campaigns.
  • Proven ability to develop outreach and educational materials for various professional audiences.
  • Experience in developing education and training materials to support community organizations and other professionals who work with consumers/members of the public.
  • Experience in developing, implementing and evaluating consumer outreach campaigns.
  • Exceptional attention to detail and the ability to work on multiple tasks and projects at the same time.
  • Knowledge of health coverage programs or policies at the state and/or federal level, including knowledge of policies impacting commercial health insurance markets, specifically the Affordable Care Act and state-based marketplaces.
  • Proficiency in Microsoft 365 Software and Canva.
  • Familiarity with email software (such as Active Campaign, Mail Chimp) and knowledge of social media platforms.

Responsibilities

  • Create and manage an annual Strategic Outreach Plan to reach and engage target populations, incorporating strategic networking goals, engaging trusted community messengers, partner organization events, and proactively uncovering new partnership opportunities.
  • Implement the Strategic Outreach Plan to improve marketplace awareness among targeted populations and trusted messengers and build relationships with community organizations.
  • Coordinate with the OHIM communications team and marketing vendor to develop appropriate outreach materials and align with the annual Marketing Strategic Plan.
  • Identify events, coordinate OHIM and Assister/Navigator/Broker participation, and represent OHIM at events, including giving presentations.
  • Initiate, build, and maintain targeted networking relationships with community-based organizations, state agency partners, and other organizations/individuals aligned with OHIM’s goals.
  • Develop communication materials for outreach purposes, including flyers, posters, email communication, and social media posts.
  • Identify potential testimonial opportunities among the member population and general public, develop interview guides, lead outreach to participants, coordinate and conduct interviews, lead photo and video shoots, and transcribe interview sessions.
  • Synthesize individual and group learnings, and develop storybooks, videos, written pieces, and soundbites.
  • Disseminate and utilize testimonials in collaboration with OHIM communications, policy, and leadership teams, as well as the marketing vendor.
  • Coordinate with teams within OHIM and with outreach partners to collect, process, and synthesize feedback to inform operational decisions and future planning.
  • Assist with monitoring social media accounts as needed.
