About The Position

USA MULTIFAMILY MANAGEMENT, INC. is engaged in the management of residential multifamily communities, developing, building, owning, and managing properties throughout California and Nevada. They specialize in Tax Credit properties (LIHTC – Low Income Housing Tax Credit) and are a subsidiary of USA Properties Fund, Inc. They are seeking a Community Manager for Vintage Shores Senior Apartments, a 122-unit senior community in San Clemente, CA. This is a non-exempt position with a Monday through Friday work schedule, offering competitive salary based on experience ($34 - $36 per hour). The role requires on-site living due to the need for on-site management personnel, with a provided two-bedroom apartment at no charge.

Requirements

  • At least two (2) years of experience in on-site property management, with Tax Credit knowledge.
  • Computer skills in Microsoft Word and Microsoft Excel.
  • Knowledge of YARDI Voyager.
  • Management of on-site staff and resources.
  • Successful track record of meeting property goals.
  • Low Income Housing Tax Credit experience.
  • Must have a valid CA driver’s license & reliable transportation.
  • High School Diploma or GED required.

Responsibilities

  • Provides direct supervision to all community staff.
  • Reinforces all safety policies and ensures that all maintenance needs at the community are met.
  • Handles difficult situations (resident complaints, concerns, and special requests, etc.) while keeping communication positive and professional.
  • Meets all financial benchmarks as outlined in the budget developed annually; ensuring that income is at or above budget expectations while maintaining occupancy as outlined in the community budget.
  • Maintains rents at the tax credit maximum and reviews the aged receivables report regularly and collects outstanding balances from existing residents.

  • Reviews and negotiates contracted expenses as directed by the District Manager, Area Managers Regional Manager and/or Asset Preservation.
  • Produces a monthly report outlining all significant variances in income/expenses; and a report detailing collections effort at the property.
  • Posts resident rent payments, posting subsidy/housing rent payments where applicable.
  • Develops and maintains positive, professional relationships with residents, vendors and team members.
  • Monitors marketing efforts and develops new strategies as needed to address both short- and long-term marketing and leasing goals.
  • Conducts property tours and provides information about the property’s performance to owners, investors and regulatory agencies as required.
  • Leads periodic community meetings for the residents.
  • Maintains compliance with all general and property specific regulations, including LIHTC, Bond, MHP, MHSA, RHCP, and/or HOME program requirements.
  • Ensures resident recertifications are completed on time each month.
  • Ensures all initial applications are completed within two weeks of application date.
  • For mixed-income communities, ensures that the applicable fraction for each building is consistently maintained.
  • Interviews and recommends candidates to fill vacant positions.
  • Ensures that the selected candidate is on-boarded according to USA policy.
  • Identifies and leverages the strengths of each employee to maximize their value to the organization.
  • Completes regular performance reviews along with a formal annual performance appraisal for each employee.
  • Ensures that each employee is trained in the specific skills required to complete her/his job, coaching employees to success in executing assigned tasks using available resources.
