About The Position

Under the direction of the Property Supervisor, the Community Manager III is responsible for the overall operation of multiple sites or a single large property. This role involves the day-to-day implementation of policies, procedures, and programs to ensure a well-managed and maintained community, meeting all regulatory and investor requirements. Key responsibilities include fostering a supportive resident environment, sound fiscal management, maintaining occupancy levels, ensuring building and grounds upkeep, managing onsite staff, supervising vendors, and potentially working with a Board of Directors. The Community Manager III must possess strong interpersonal skills, good judgment, and discretion. This position requires leadership in community development and staff direction, fostering a cooperative team environment. The Community Manager III directly supervises two or more employees. A Community Manager III living on-site will also be responsible for Night Manager duties, including responding to after-hours emergencies.

Requirements

  • Three years’ experience in affordable housing management as a community manager.
  • Three years managing people, projects, materials, and information; or equivalent combination of education and experience.
  • Ability to read and comprehend written instructions, short correspondence, and memos.
  • Ability to write simple correspondence.
  • Ability to effectively present information in one-on-one situations to customers, clients, and other employees.
  • Ability to read and interpret documents such as safety rules, operating maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of residents or staff.
  • Ability to effectively present information in one-on-one and small group situations.
  • Ability to add and subtract two-digit numbers and to multiply and divide with 10's and 100's.
  • Ability to perform operations using units of American money and weight measurement, volume, and distance.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.
  • Ability to interpret a variety of instructions furnished in written, oral, or schedule form.
  • Must be able to proofread documents, read policies and procedures, contracts, forms, hand-written information, and other information.
  • Must be able to receive verbal information/instructions over the phone and in person.
  • Must be able to distinguish the sounds made by emergency equipment from other environmental sounds.
  • Must have sufficient smell to detect foreign/unpleasant odors while walking through buildings.
  • Must be able to concentrate despite constant interruption.
  • Must be able to attend to tasks for more than 60 minutes at a time.
  • Must be able to remember verbal/written information for unlimited periods of time.
  • Expected to handle irritated, belligerent, or upset residents or visitors with calmness, diplomacy, and good social skills.
  • TCS and COS certification is required to be obtained within the first 12-months of the position.

Responsibilities

  • Supervises maintenance and janitorial staff, vendors, and contractors to ensure quality of work.
  • Schedules routine and emergency maintenance, and performs regular inspections to ensure quality control and adherence to preventative maintenance checklists.
  • Ensures adherence to all maintenance requirements of Eden Housing and performs quarterly safety inspections in compliance with OSHA laws.
  • Manages vacant apartment turnover procedures to ensure timely and efficient turnovers.
  • Reviews and ensures timely completion and proper closing of work orders in Yardi.
  • Prepares lists of capital replacements and inventories building contents, tools, and equipment.
  • Bids out and selects contract services, negotiates vendor agreements, and monitors vendor performance.
  • Ensures adherence to all applicable municipal and fire codes, and obtains necessary permits.
  • Prepares written recommendations for physical repairs, improvements, supplies, materials, and equipment.
  • Utilizes the HD Supply app for Material Safety Data Sheets and safety-related inspections.
  • Maintains full occupancy by preparing advertising and marketing programs.
  • Assigns units according to the Waiting List and Eden Housing policy.
  • Ensures the development and administration of the waiting list complies with all requirements.
  • Supervises staff in the turnover of vacant rental units.
  • Reviews rental applications and leases for accuracy and completeness.
  • Conducts applicant interviews, obtains documentation, and verifies income.
  • Takes deposits and rents, and performs background screenings on potential applicants.
  • Walks vacant apartments and properties to ensure they are clean and ready for showing or in good condition.
  • Supervises move-in and move-out procedures and completes security deposit refund paperwork timely.
  • Conducts marketing and public relations tours, and prepares market surveys.
  • Prepares weekly Vacancy Reports, monthly Budget Variance Reports, and Management Overview Reports.
  • Attends meetings and activities to enhance the sense of community and public image of the properties.
  • Promotes harmonious relations among residents, staff, vendors, and the community.
  • Maintains congenial relationships with residents, showing sensitivity to cultural background, economic status, and special needs, adhering to Fair Housing laws.
  • Develops a sense of community among residents through positive interactions and activities.
  • Ensures all site staff respond to resident requests or complaints in a timely, efficient, and courteous manner.
  • Receives work order repair requests, schedules repairs, and follows up with residents for quality control.
  • Manages resident evictions in compliance with court orders and legal counsel.
  • Convenes and chairs resident meetings, and assists in preparing Board Packets.
  • Coordinates with Resident Services to assist residents with social services needs.
  • Provides resident comment and evaluation forms and acts on feedback.
  • Develops and provides support to resident organizations.
  • Represents the properties to local social service agencies and funding sources.
  • Ensures successful day-to-day financial management of properties and maintains financial records.
  • Collects rents and other monies, ensuring timely and accurate processing in YARDI.
  • Supervises or completes daily deposits of all monies collected.
  • Reviews delinquent accounts and determines necessary collection actions in consultation with the Property Supervisor.
  • Submits weekly reports with action plans for receivable reduction.
  • Reviews property dashboards and prepares action plans for properties not meeting goals.
  • Compares lease information with monthly rent roll for accuracy of deposits, rents, and move-in dates.
  • Reviews monthly pre-posting reports for accurate rent charges.
  • Utilizes purchase orders for property purchases and performs payscan functions daily for vendor payment.
  • Reviews monthly income and expense statements and reports problem areas to the Property Supervisor.
  • Prepares the initial draft of the annual site budget and maintains compliance within the budget.
  • Prepares monthly financial packages for submission to the Property Supervisor.
  • Works with Community Managers and Property Supervisor in monitoring and managing to budget.
  • Prepares weekly Vacancy and Delinquency Reports of the entire portfolio.
  • Completes and submits a Monthly Budget Variance Report.
  • Completes and submits incident reports within 24 hours for any out-of-the-ordinary occurrences.
  • Adheres to all accounting and reporting procedures required by Eden Housing.
  • Supervises or completes all resident files accurately and completely at move-in and recertification.
  • Supervises or completes timely and accurate income recertification of all residents within established regulatory guidelines.
  • Processes and maintains all resident documents and forms, and submits files to third-party compliance for approval.
  • Ensures compliance with regulatory and/or financial partner requirements and requests for information.
  • Prepares property for all inspections to ensure good results.
  • Interacts with investors, funders, and agencies on behalf of the properties.
  • Coordinates and participates in site inspections and visits of regulatory agencies and financial partners.
  • Supervises or manages the day-to-day administration of property offices, including answering telephones, interacting with residents, sorting mail, coding invoices, and handling inquiries.
  • Ensures the office is clean, well-organized, and presentable to the public.
  • Adheres to Eden Housing performance standards and exercises good judgment and consistency.
  • Ensures consistent application of rules, regulations, lease, and lease addenda, documenting violations.
  • Ensures proper maintenance and storage of property files and records.
  • Ensures all property staff adhere to Eden Housing systems, procedures, timelines, and formats.
  • Collects, analyzes, and reports statistical data to assess property status and needs.
  • Reports property status to Property Supervisor using the monthly dashboard, developing action plans where compliance is not met.
  • Ensures prompt response to emergencies, assigning staff as needed.
  • Completes incident reports and forwards them to the Property Supervisor within 24 hours.
  • Assists in the coordination of displaced residents due to property emergencies.
  • Posts all required licenses, permits, notices, and occupancy permits.
  • Attends trade association meetings and seminars to stay updated on trends.
  • Communicates and resolves problems or makes recommendations to the Property Supervisor.
  • Interviews, hires, trains, evaluates, motivates, disciplines, and terminates staff under the direction of the Property Supervisor.
  • Conducts introductory and annual performance evaluations and sets goals for staff.
  • Recommends promotions, salary adjustments, and disciplinary actions.
  • Determines appropriate personnel for maintenance jobs and consults on temporary personnel.
  • Interacts effectively with Resident Services staff.
  • Reviews, approves, and submits employee timesheets.
  • Ensures appropriate staff development and training, including for self.
  • Mentors and trains Community Managers.
  • Completes Workers Compensation reports for injured employees.
  • Ensures all staff adhere to fair housing laws.
  • Develops and maintains good staff working relationships, providing leadership and encouraging teamwork.
  • Ensures staff interacts professionally and respectfully with residents and each other.
  • Escalates issues to Property Supervisor and HR where applicable.
  • Understands confidentiality and acts in a leadership role.
  • Mentors and trains direct team under the direction of the Property Supervisor.
  • Conducts quarterly meetings with team members to provide updates and review performance.
  • Ensures the housing program is maintained as directed by governing documents.
  • Provides direct assistance and direction during after-hours emergencies.
  • Schedules and supervises fire alarm inspections and ensures paperwork is completed.
  • Conducts monthly staff meetings with safety as a standing item.
  • Performs other assigned activities or tasks to ensure the viable operation of the property.
