About The Position

The Department of Public Health – Community Health Services Division is seeking a Special Duty Assignment (SDA) Project/Program Manager III to support the Community Health Partnerships program. The incumbent will manage local (King County and City of Seattle) investments in core health safety net services, including medical, dental, behavioral health-primary care integration, and Medicaid outreach/enrollment services, which are provided by non-profit community health centers and other safety net providers. This vacancy will be filled as a Special Duty opportunity for two (2) months. Special Duty Assignments are open to Career Service, Career Service Exempt or other regular (non-temporary) employees in King County who have completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment. Requirements

• Knowledge of the Community Health Partnerships program, the key external partners that it funds, the current contracts, and the specific revenue streams that fund the program.
• Knowledge of the deliverables required under the current Medical, Dental, Access contracts.
• Knowledge of the purpose and deliverables in the Behavioral Health in Primary Care contracts.
• Demonstrated experience working in partnership with CHS Division Finance team to manage contracts and deliverables.
• Knowledge of and two (2) or more years' experience collaborating with Federally Qualified Health Centers and other community-based health-care safety-net providers and programs.
• At least two (2) years' contract development, execution, or monitoring experience.
• Data retrieval, compilation, and analysis skills, (e.g., ability to identify data trends, compose data summaries, make forecasts and projections, etc.).
• Organizational skills that facilitate workload prioritization.
• History of exceptional internal and external customer service.
• Demonstrated strengths of adaptability (i.e., ability to pivot and adjust to evolving environments and program needs).
• Strong, effective communication skills (oral and written).
• Employees are required to protect the privacy and security of protected health information as defined in State and Federal Law.
• Public Health relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.
• Employees are required to adhere to OSHA/WISHA guidelines including but not limited to completing their mandatory trainings on time and obtaining required immunizations.
• Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all Public Health positions.
• When Public Health responds to an emergency, and in accordance with KC policy and procedures, we may assign duties outside your regular job description. This may involve responding at any time, including nights and weekends, with possible deployment to locations other than the department.

Nice To Haves

• At least three (3) years' experience collaborating with health safety net providers (e.g., Federally Qualified Health Centers (FQHCs), medical centers, etc.), community-based organizations, or other agencies that serve marginalized, historically under-resourced communities.
• Demonstrated experience managing partner contracts for Community Health Partnerships program
• Knowledge and previous history of supporting competitive bid processes.
• Awareness and understanding of the Medicaid Administrative Claiming (MAC) program.

Responsibilities

• Manages several multi-agency programs, contracts, and community partnerships to support the delivery of health care services and assure program quality for the Community Health Partnerships program.
• Responsible for a variety of contract development and monitoring duties with multiple community agencies, working in close collaboration with the contracts team, finance teams, and other CHS Division staff.
• Tracking program expenses and contractual deliverables.
• Review, process, and approve invoices and required reports from contracted partners and ensure compliance with funding requirements.
• Conduct other contract monitoring duties such as negotiating performance commitments; conducting regular desk audits and periodic on-site visits to assure compliance with contractual obligations; and producing quarterly and annual performance and expenditure reports.
• Facilitates the creation of a new overall Annual Report for Community Health Partnerships.
• Ensures equitable contracting practices and provides technical assistance and program support to contracted service providers.
• Establish and maintain supportive relationships with partner and other service agencies who work with under-resourced, marginalized communities.
• Perform duties as assigned to sustain any additional necessary functions while any positions in the Community Health Partnerships program are temporarily vacant or in transition.
