About The Position

The Community Emergency Response Team (CERT) Coordinator is responsible for the performance of all projects and activities related to County CERT, including program coordination, teaching/presenting, as well as supporting other community outreach programs. These duties will be coordinated with the Deputy Emergency Management Coordinator and conducted in accordance with County and departmental policy. The CERT Coordinator is also responsible for participation in regional activities as assigned.

Requirements

  • Bachelor’s Degree from accredited university with preferred degree in Public Administration, Urban Planning, Emergency Management, or a directly related field; OR 4 years of directly applied experience in any of the disciplines above may substitutes for the degree requirement.
  • One year of related work experience in research, planning, public information, program administration, or resource management.
  • Considerable knowledge of planning methods and techniques, plan formulation, coordination techniques, and project management strategies.
  • Knowledge of methods and techniques used in fact finding, analysis and interpretation of basic information, and projection of these facts into comprehensive plans, programs, and recommendations to meet future needs.
  • Ability to use a wide range of software applications to include Microsoft Office Suite.
  • Good verbal and written communication, organizational skills; interpersonal skills and ability to deal effectively with the public, other employees, and elected officials.
  • Ability to work other than normal working hours during emergencies.
  • Valid driver's license issued by the state of Texas for operation of county vehicles.

Nice To Haves

  • Emergency Management coursework, with some meteorological knowledge and experience is desirable.
  • NIMS/ICS Professional Development Series should be completed within 90 days of hire; NIMS/ICS 100, 200, 700, 800, 2200, G2300, G300, & G400.
  • Position Specific Task book for Section Chief in EOC within 1 year of hire.

Responsibilities

  • Responsible for the development and implementation of effective community preparedness programs and training for Fort Bend County and Houston UASI region.
  • Provides management, leadership, and program implementation of the Fort Bend County CERT program in collaboration with the Houston UASI Regional Community Preparedness Program.
  • Develops and assists with Fort Bend County volunteer programs (including but not limited to: Medical Reserve Corp, Sheriff’s Office “You Are Not Alone”, Emergency Management Radio Operators Group, Community Support Team, Fort Bend Interfaith Ministries) in the deliverance of public awareness and planning programs, including presentations, printed materials, published articles, web-based information, and citizen-based readiness programs.
  • Assists with the development and documentation of strategic plans, threat hazard identification risk assessments, stakeholder preparedness reports, budgets, inventories, and grants for the Houston UASI region.
  • Develops personal responsibility, training, and volunteer service initiatives that support Fort Bend County’s CERT objectives and mission.
  • Provides necessary training programming to support the needs of Fort Bend County citizens along with citizens within the Houston UASI Region.
  • Coordinates opportunities for citizens to obtain specialized training and skillsets to mitigate the impacts of the disaster/emergencies on their community.
  • Serves as a Section Chief in the Emergency Operation Center for Fort Bend County during disasters or emergencies.
  • The position will coordinate and communicate within the Emergency Operation Center to support the National Incident Management System Frameworks.
  • Performs other duties and special assignments as assigned.
