About The Position

This position is within the Shasta County Sheriff’s Office and is responsible for planning and implementing community education and outreach activities, media plans, and coordinating programs. The role involves developing and maintaining the agency's website, social media platforms, and email communications. Responsibilities include creating promotional content, writing articles and press releases, preparing informational materials, organizing public information campaigns, and coordinating media releases. The position also requires maintaining confidentiality, analyzing law enforcement reports for newsworthy events, and potentially working within the Incident Command System during emergencies. The Community Education Specialist I is an entry-level position focused on learning these duties under supervision, while the Community Education Specialist II is an experienced, journey-level position performing more complex duties with limited supervision and may oversee subordinate work.

Requirements

  • An associate or bachelor’s degree from an accredited college or university in public communication, public relations, marketing, graphic design and program management, public administration, or closely related field AND one (1) year of experience in performing related duties (Community Education Specialist I).
  • A bachelor’s degree in public communication, public relations, marketing, graphic design and program management, public administration, or closely related field AND two (2) years of experience in performing related duties (Community Education Specialist II).
  • Knowledge of principles and practices of health education, environmental education, social and behavioral sciences, and health behavior change as they apply to public health, mental health or human services.
  • Knowledge of physical and biological sciences as they apply to the environment and pollution prevention strategies.
  • Knowledge of methods and uses of mass communication, media, social marketing, and media advocacy.
  • Knowledge of basic statistical concepts and methods for collecting, compiling and interpreting data.
  • Knowledge of principles, methods, techniques, theories and practices of health education and public health or human services.
  • Knowledge of underlying determinants of health and risk factors for disease/injury or social welfare principles and practices.
  • Ability to communicate clearly in written and verbal forms.
  • Ability to establish and maintain effective working relationships.
  • Ability to operate a personal computer and use common software.
  • Ability to write clear and effective reports, correspondence, and educational materials.
  • Ability to develop, implement and coordinate community education or outreach programs and activities.
  • Ability to interpret federal, state, local laws and regulations and applicable data relating to specific health issues (e.g. tobacco, injury prevention) or emission sources monitoring or the enforcement, storage, use, transport, and proper disposal or recycling of hazardous materials and waste, including used motor oil.
  • Ability to conduct effective public presentations for school, professional and community groups.
  • Ability to design brochures, advertisements and newsletters.
  • Ability to evaluate effectiveness of programs.
  • Knowledge of techniques to plan, develop, and implement a cost effective and efficient public information/community relations program.
  • Knowledge of general graphic design principles, including typography, color, and layout composition.
  • Knowledge of techniques of cinematography.
  • Knowledge of sourcing social media outlets for public information and public outreach programs.
  • Knowledge of data collection, research, and analysis techniques and methods.
  • Possess the general knowledge of a law enforcement public information officer's role within the Incident Command System (ICS).
  • Knowledge of principles and practices of program management, including funding, developing and evaluating program quality and effectiveness (Community Education Specialist II).

Responsibilities

  • Plan and implement community education and outreach activities.

  • Prepare flyers, pamphlets, brochures, and informational videos.

  • Coordinate and edit the Agency’s newsletter.
  • Maintain strict confidentiality.
  • Read, analyze, and interpret law enforcement reports and documents for information regarding news worthy events.
  • Subject to callouts on days off, afterhours, and on weekends during high-profile events, natural disasters and large-scale emergencies.
  • Work within the Incident Command System (ICS) to generate and distribute important information to the community.
