About The Position

The City of Chandler Neighborhood Resources Department is seeking a Community Development Senior Program Manager to join their team. This role involves administering federal programs like the Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) funds. The position requires strong organizational, project management, and communication skills to develop funding priorities, monitor expenditures, prepare reports, ensure federal compliance, and brief city officials. The department focuses on neighborhood preservation, housing, redevelopment, and community development, partnering with non-profits and supporting residents with housing needs.

Requirements

Bachelor's Degree in Public Administration, Urban Planning, Social Work or related field.
5 years of experience in administering federal, state and/or local grants including Community Development Block Grant, Home Investment Partnerships (HOME), and Human Services funds.
2 years of supervisory experience.
Valid Driver's License with acceptable driving record.
Comprehensive knowledge of federal, state, county, and municipal laws, regulations, and policies governing Community Development Program activities.
Ability to plan, analyze, evaluate and prioritize programs and services to ensure strategic use of resources and compliance with federal funding caps and regulatory requirements.
Knowledge and application of accounting and financial management principles, and budget preparation and expenditure management.
Prior experience and utilization of the Integrated Disbursement and Information System (IDIS).
Demonstrated success in the development and implementation of required HUD reports (e.g. Five-Year Consolidated Plan, Annual Action Plan, and CAPER) and adherence to all cross-cutting reporting requirements (e.g. Section 3, Davis-Bacon, Build America Buy America, etc.).

Responsibilities

Develops funding priorities and performance metrics for community development programs.
Oversees and monitors the expenditure of federal grant funds.
Prepares required planning and reporting documents for federal grants.
Ensures compliance with all federal regulations related to community development programs.
Briefs Mayor and Council on matters related to Community Development programs and activities.
Supervises, motivates, evaluates, and coaches staff to foster high performance and continuous development.
Develops and delivers effective public presentations to various groups, including City Council and civic organizations.
Manages accounting and financial principles, including budget preparation and expenditure management.
Utilizes the Integrated Disbursement and Information System (IDIS) for program tracking and funding management.
Develops and implements required HUD reports, such as the Five-Year Consolidated Plan, Annual Action Plan, and CAPER.
