About The Position

The Community Clinical Program Director (CCPD) provides strategic clinical leadership to foster a high-performing multidisciplinary behavioral health service environment. This role is responsible for the oversight of clinical training, supervision, and program administration, ensuring adherence to the highest ethical and professional standards while maintaining rigorous compliance with contractual and regulatory mandates, and performance deliverables. The CCPD champions the Community Mental Health (CMH) and Primary Behavioral Health Clinician (PBHC) models to ensure integrated, client-centered care.

Requirements

  • Ph. D. or Psy.D., in Clinical Psychology, or related field
  • Licensed as a Psychologist in the State of California
  • Four years’ clinical experience providing psychology services.
  • At least two years of clinical supervisory experience.
  • Must be willing to work full time, minimum 40 hours/week, five days a week, in the clinic and community. Must be willing to work evenings/weekends as needed.
  • Demonstrate primary professional commitment and knowledge for representation of The Hume Center.
  • Possess a valid California Driver’s license.
  • Must be willing to use your own vehicle and valid car insurance for work related travel.
  • This job requires travel between clinics and community sites in Contra Costa and/or Alameda Counties at times. Transporting patients in your car and sometimes in a staff van.
  • Be willing to use your own cell phone to be accessible and willing to be available to receive calls for crisis and/or emergency situations with supervisors and relevant colleagues.
  • A history of maintaining confidentiality and discretion in all professional relationships
  • Proficient in using GSuite (including Gmail, Drive, Sheets, Slides, etc), various Microsoft programs (including Word, Excel, and PowerPoint), and Electronic Health Records (EHR)
  • Ability to pass pre-employment background check, Physical, and TB clearance

Responsibilities

  • Oversight of the clinical delivery of behavioral health services.
  • Be a clinical lead person on-site for staff assigned to programs and any unique program or service requests.
  • Oversight of identifying specialty skills for client assignments.
  • Responsible for ensuring an up to date Incident to and Supervisor Coverage staffing plan.
  • Collaborate with the Operations Team - WSAs, SMART goals, Monthly direct Service reports, Time offs
  • Development professional Position Impact Results Framework (PIRF) and collaborate with Operations team in coaching direct reports to incorporate the core tenets of the PIRF in their professional development.
  • Collaborate and/or consult with 3rd parties in client cases related to appropriate fit for services, access and linkage to receiving services for non-routine inquiries.
  • Identify community resources and establish effective collaborative relationships with liaisons in the community, including, but not limited to email, phone, in-person outreach and consultation, and community event attendance.
  • Knowledge of new and updated requirements for contracts and funding sources.
  • Knowledge of new and updated requirements for Behavioral Health regulations and procedures.
  • Knowledge and practice in developing, delivering and evaluating community mental health program services.
  • Knowledge and practice in community mental health consultation and Hume’s grievance process.
  • Develop and maintain the mission of each program in line with The Hume Center’s mission and contract expectations.
  • Develop and meet program goals and objectives.
  • Support team members clinically to meet their productivity, timeliness, and other objective measures.
  • Represent The Hume Centers’ programs’ services in the community. Conduct outreach and educational presentations in the community.
  • Develop and maintain positive collaborative relationships in the community.
  • Participate in collaborative meetings at The Hume Center and in the community.
  • Collaborate with Hume Center Management and Supervisors to ensure that program goals and objectives are met.
  • Attend, lead and/or otherwise ensure that weekly program staff meetings, training, group and individual supervision is conducted in service of the program goals and objectives.
  • Ensure quality assurance and maintenance of case records, and documentation of activities as required by agency, funding source, and contract requirements.
  • Conduct research related to outcomes.
  • Outreach and engagement for increasing access to behavioral health services.
  • Provide substitution, as needed, for roles within their scope of leadership and/or for colleagues.
  • Fulfill additional leadership responsibilities, as needed.
  • Review clinical case assignments with staff and orient staff and trainees to clinical procedures. Identify professional needs and develop and implement a professional development plan.
  • Collaborate with other Program Heads and Supervisors.
  • Participate in recruitment and utilization of staff and trainees.
  • Participate in weekly peer consultation meetings
  • Provide back-up for Supervisors if they are unavailable
  • Practice a Public Health model of providing community mental health service.
  • Practice mental health consultation.
  • Develop peer consultation mental health education groups.

  • Provide weekly individual clinical supervision to staff placed in program(s). Practice enabling the process of supervision.

  • Ensure review and completion of relevant information and forms related to professional State Board requirements with assigned supervisees.
  • Actively participate in Clinical Quality Review team (CQRT) meetings and practices while also proficiently responding to Quality Assurance (QA) and routine audit reviews.
  • Ensure that trainees are offered the required number of supervision and didactic hours to meet training requirements and training contract expectations
  • Train graduate students in the application of community based mental health services and mental health consultation.
  • Review and sign staff case records, including intakes, clinical progress notes, discharge summaries.
  • Facilitate program meetings, as needed, including group supervision/clinical case consultations and didactics.
  • Provide clinical backup for Supervisors if they are unavailable.
  • Lead services utilizing the Primary Behavioral Health Clinician model.
  • Fulfill assignment as Supervisor of the Day.
  • Fulfill additional clinical supervision responsibilities, as needed.
  • Provide direct services in one or more service programs.
  • Complete case records, including intakes, clinical progress notes, discharge/transfer summaries, etc.
  • Collaborate and/or consult with 3rd parties in client cases.
  • Participate in program development, implementation and evaluation.
  • Participate in clinical case consultation.
  • Fulfill additional clinical responsibilities as needed.
  • Meet with the Supervisor on a weekly basis for individual supervision
  • Demonstrate an understanding of The Hume Center’s Philosophy, Organizational Culture, and Organizational Channels of Communication through practicing an enabling model of working together
  • Attend other required meetings
  • Fulfill any additional duties specified by Supervisor (Director and/or Vice-President) and President/CEO/CCMH.
