About The Position

Client First Technologies is seeking a Communications Strategist and Organizational Change Management (OCM) Journeyman to support a Government customer. This role involves developing and executing strategic communications and change management initiatives. The Journeyman will be responsible for producing executive-level and public-facing communications, supporting organizational change management efforts, and using leading methodologies and tools to drive awareness, acceptance, and adoption of new programs, products, and processes across the enterprise. This is a full-time position located in Camp Springs, MD, with the possibility of telework. Requirements

  • Bachelor's degree in Communications, Public Relations, or a related field required.
  • Minimum of seven (7) years of experience developing and executing communication and change management strategies for federal programs.
  • Prosci Change Management Certification or a similar professional certification required; an advanced degree may be considered as an alternative to the certification requirement.
  • Demonstrated expertise in executive-level communications, messaging frameworks, and stakeholder engagement.
  • Experience supporting organizational change management initiatives in a federal environment.
  • Strong writing, editing, and presentation skills tailored for diverse audiences.
  • Ability to coordinate across functional teams to ensure clear, consistent messaging.
  • Experience drafting strategic communications in support of operational programs for DHS.
  • Proficiency with the Microsoft Suite, Adobe Suite, or similar communications and design tools.

Responsibilities

  • Develop and execute communication strategies with clearly defined target audiences, key messages, and delivery channels, including public-facing communications and executive-level communications.
  • Ensure all communications adhere to Plain Language guidelines and Section 508 compliance standards.
  • Develop communication strategies aligned with customer priorities, providing consistent and ongoing communications with defined key messages, distribution channels, and modalities.
  • Advise Program Managers and Product Owners regarding messages for target audiences, defining specific messages, identifying the most effective avenues, and optimizing the timing and sequencing of key outreach and activities.
  • Develop change management strategies for business process transitions based on an understanding of relevant policies and their impact on current programs.
  • Develop and execute comprehensive change management strategies, including communication plans, training, and phased deployment approaches.
  • Facilitate stakeholder engagement, awareness campaigns, and training sessions.
  • Leverage Prosci, Lean Agile, and Scaled Agile Framework (SAFe) methodologies for change adoption, with focus on aligning agency, division, and program objectives.
  • Implement feedback and continuous improvement mechanisms around change management and adoption, including use of retrospectives, surveys and survey data, and FAQs to ascertain and address stakeholder perception.
  • Leverage best practices and leading technologies such as infographics, the Adobe Suite, the Microsoft Suite of products, and Mural to develop innovative communication products that drive awareness, acceptance, and buy-in of projects and products.
