About The Position

The Communications and Information Systems (CIS) Lead reports to the Marine Air Ground Task Force (MAGTF) Staff Training Program (MSTP) Project Manager. This role provides operations and management support for the MSTP CIS section on the MSTP Task Order contract. The Lead will oversee IT services provided by MSTP in support of large-scale MAGTF training exercises. Responsibilities include supervising the creation and modification of various security and system plans, creating and archiving briefs, reports, and summaries for IT and C2 exercise planning, and developing/modifying IT/C2 policies, procedures, SOPs, TTPs, and references. The position also involves providing functional expertise to the MSTP Change Management Board, supervising equipment management, preparing budgeting information, monitoring MCEN data collection and reporting requirements, developing responses for HQMC C4 data calls, representing MSTP in external meetings, and participating in reviews of operations and plans.

Requirements

  • IAT Level II: Baseline Certification ‐ IAW DoD 8140.01 required (CCNA Security, CySA+, GICSP, GSEC, Security+ CE, SSCP); a minimum of one valid Computing Environment (CE)/Operating System (OS) Certificate (i.e. MS Windows Server 2012 R2 Cert, MS Windows 10 cert, a VMware 6.0 Cert); and at least 3 years in IA technology or a related area.
  • Must possess and maintain training and certifications sufficient to be granted privileged access to Marine Corps information technology (IT) and information systems (IS)
  • At least 15 years of experience in IT, which should include successful experience as an enterprise team lead.
  • Recent hands-on experience within Marine Corps or DoD agencies in CIS engineering, architecture design, implementation, and maintenance of enterprise datacenters, systems, sites and services, and infrastructure projects.
  • Enterprise architecture design and implementation experience in server, storage, network infrastructure, VTC, and VOIP.
  • Experience in cabling and wiring systems, fiber infrastructure; configuring and troubleshooting Business Edition Servers, Meeting Servers, UCS Servers, Firepower Management Servers, Dell Servers, Cisco Infrastructure/VOIP/VTC/CUCM, VMware, and Windows client and server OS’s.
  • Working knowledge of DoD STIGs, and IA Vulnerability Management (IAVM).
  • Experience in performing enterprise enhancement planning and execution.
  • MEF level operational military experience in communications with prior experience at the field grade level (0602, 0603, 0699) or equivalent.
  • Proficient in MS Word, Outlook, Excel, PowerPoint, Visio, Project, and SharePoint.
  • Strong communication and presentation skills. Able to read, write, and communicate effectively in English. Able to design and write clear communications and present training programs.
  • Excellent organizational, planning, problem-solving, prioritization, interpersonal skills, and able to instinctively adapt, plan, inform and influence.
  • A Top Secret/Sensitive Compartmented Information (TS/SCI) clearance is required.

Responsibilities

  • Provide operations and management support for the MSTP Communications and Information Systems (CIS) section on the MSTP Task Order contract.
  • Oversee IT services provided by MSTP in support of large-scale MAGTF training exercises.
  • Supervise the creation (new) and/or modification (existing), and maintenance of System Security Plans, Access Control Plans, Awareness and Training Plan, Auditing and Accountability Plan, Security Assessment and Authorization Plan, Configuration Management Plan, Contingency Plan and Business Continuity Plan, Identification and Authentication Plan, Incident Response Plan, Maintenance Plan, Media Protection Plan, Physical and Environmental Protection Plan, Planning Plan, Personnel Security Plan, Risk Assessment Plan, Systems and Services Acquisition Plan, System and Communication Protection Plan, System and Information Integrity Plan, Program Management Plan, Document Lifecycle Plan, SharePoint Governance Plan, Network Shared Drive Plan, and others as directed.
  • Create (new) and/or modify (existing), provide, and archive briefs, reports, after actions, and event summaries for IT and C2 exercise planning, testing, and configuration management.
  • Create (new) and/or modify (existing) IT/C2 policies, procedures, Standard Operating Procedures (SOPs), Tactics, Techniques and Procedures (TTPs), and references.
  • Provide functional expertise and support to the MSTP Change Management Board.
  • Supervise equipment issue and recovery, generate documentation to support purchase orders and ITPRAS, and serve as task manager for remedy tickets of MSTP equipment and personnel.
  • Prepare and maintain budgeting information for MSTP information system lifecycle sustainment, new projects, software licensing, equipment upgrades, and others.
  • Monitor and analyze existing, new, and emerging MCEN data collection and reporting requirements for MSTP's classified and unclassified networks.
  • Develop, recommend and process responses for HQMC C4 data calls, reports, and requests for information such as: ETSM2 Tasker, OpDirs, and Cyber Task Orders.
  • Provide MSTP representation for C2 and information systems issues during external agency meetings, working groups, and conferences.
  • Participate in and conduct reviews and walkthroughs of events, operation orders and plans, and information gathering requirements.
