Commissioning Manager - Distributed Generation BESS

Fractal Power
•$140,000 - $180,000

About The Position

Fractal Power is hiring a Commissioning Manager to lead commissioning across its growing portfolio of distribution-connected, utility-scale battery energy storage projects in ERCOT. The role owns project commissioning from late-stage construction through energization, ERCOT approvals, and commercial operation, serving as the in-house commissioning lead and ensuring systems are tested, verified, and approved on schedule. The manager will lead ERCOT Part 1 (Approval to Energize), Part 2 (Approval to Synchronize), and Part 3 (Approval for Commercial Operation) processes; coordinate commissioning with EPCs, equipment vendors, agents, ERCOT, the QSE, and interconnecting utilities; and oversee controls integration, functional testing, safety acceptance, and project turnover. The position is a senior, cross-functional leadership role with substantial ownership and field presence at critical project milestones. The role is based in Texas and requires willingness to travel up to 75% to project sites across the state.

Requirements

  • 5 to 7 years of commissioning, startup, or field engineering experience on utility-scale energy or heavy infrastructure projects at a developer, IPP, owner's engineer, EPC contractor, or testing firm.
  • Working knowledge of ERCOT's resource commissioning process, including Part 1, Part 2, and Part 3 approvals.
  • Experience coordinating witness testing and energization with Texas utilities, TDSPs, or electric cooperatives.
  • Based in Texas and willing to travel up to 75% to project sites across the state.

Nice To Haves

  • Direct experience commissioning BESS or other inverter-based resources in ERCOT.
  • Degree in electrical engineering; candidates with equivalent technical backgrounds and strong field commissioning experience are encouraged to apply.
  • NETA certification.

Responsibilities

  • Own the portfolio commissioning program, developing project commissioning plans, schedules, and test procedures and driving projects from mechanical completion through COD.
  • Manage ERCOT commissioning end to end, including Part 1, Part 2, and Part 3 submittals, resource registration data, telemetry checkout, and coordination with ERCOT, the QSE, and the interconnecting utility.
  • Lead utility witness testing with the TDSP or cooperative.
  • Own communications and controls integration by verifying SCADA, RTU, power plant controller, EMS, BMS, and PCS functionality, including point-to-point checkout, DNP3 and Modbus mapping, and telemetry to the QSE and utility.
  • Direct functional and integrated systems testing, including energization sequencing, startup testing, capacity and performance testing, and reactive power and frequency response verification.
  • Coordinate fire and life safety acceptance testing with the AHJ, including fire suppression, detection, and alarm systems in accordance with NFPA 855 and applicable codes.
  • Hold EPCs and vendors accountable by reviewing commissioning deliverables, witnessing tests, issuing and closing deficiency reports, and validating commissioning milestones before payment is released.
  • Oversee third-party commissioning agents, testing firms, and vendor field service engineers.
  • Provide field presence at key milestones, including energization, synchronization, and performance testing, and serve as Fractal's on-site point of contact during commissioning.
  • Support project management with turnover to operations, ensuring complete test records, as-built settings, punch-list closure, and documentation handoff to asset management and trading teams.
  • Build internal commissioning standards, checklists, and test templates for future projects.
