About The Position

The Florida Commission on Offender Review performs a vital role in Florida’s criminal justice system by preserving the autonomy needed in post-release decisions affecting inmates and ex-offenders. The commission functions as a quasi-judicial, decision-making body. Commissioners preside over approximately 36 meetings annually at the central office in Tallahassee and at various other locations throughout the state as required by statute. During these public proceedings, the commissioners make a variety of determinations regarding parole and other releases. This position will be for 20 hours a week in a shared Full-time position located in the Office of Executive Clemency.

Responsibilities

  • Assists the Coordinator in carrying out the mission of the Office of Executive Clemency.
  • Handles highly confidential and sensitive information.
  • Maintains a professional demeanor in all communications.
  • Assists the Coordinator in maintaining effective and professional relationships with the leadership and staff in all other sections of the Florida Commission on Offender Review.
  • Coordinates and manages special initiatives as directed by the Coordinator.
  • Performs investigative duties as assigned to ensure all direction from the Clemency Board is implemented.
  • Maintains expert knowledge of the Rules of Executive Clemency, Amendment 4 and Florida Statue 98.0751(2)(a), Fla. Stat.
  • Assists the Coordinator in the development of a workflow for section and conducts investigations, solving complex issues arising in all aspects of the clemency process.
  • Assists in implementing and drafting language for procedures, forms, website, publications, and information disseminated due to recent rule change implemented by the Board of Executive Clemency.
  • Conducts Investigations, which include determining whether the individual is currently eligible for clemency consideration pursuant to the Rules of Executive Clemency; and implementing direction received from the Office of the Governor on the Governor's authority to deny applicants for specific criteria.
  • Develops, implements and monitors the various Preliminary Review List submitted to the Board; ensures clemency determinations are accurately routed, investigated and final action made in the database; ensures granted cases are identified; monitors and identifies cases to be summarily denied by this office.
  • Responds to questions and correspondence from clemency applicants, clemency counsel, regional administrators, applicant’s family members, clemency aides, state attorneys, law enforcement, judges, private attorneys, and victims.
  • Responds to requests for procedural explanations from Commissioners, Clemency Aides, and the Director of Clemency.
  • Provides monthly statistics on various tasks and assignments conducted and/or completed.
  • Maintains a working knowledge and/or certification of various criminal justice data systems and computer programs including Management of Application for Clemency (MAC), Adobe Acrobat Pro, Word, Excel, State of Florida Archives Records System, Florida Crime Information Center/National Crime Information Center (FCIC/NCIC), Corrections Data Center (CDC), Inmate Records Imaging System (IRIS), Comprehensive Case Information System (CCIS), Public Access to Court Electronic Records (PACER), and Driver and Vehicle Information Database (DAVID).
  • Performs other duties as necessary.
