Northrop Grumman Defense Systems is seeking a Command Systems Test Engineering Manager 2.This position will be located in Roy, UT and will support the Sentinel program. Requirements

Bachelor's Degree with 8 years of related experience, or a Master's Degree with 6 years of related experience.
Must have an active U.S. Government DoD Secret security clearance, current and within scope, with an ability to obtain and maintain Special Access Program (SAP) approval within a reasonable period of time, as determined by the company to meet its business need
At least 3 years of experience in system integration and test planning, procedure development, execution, and test reporting
Understanding of systems engineering principles and processes, requirements decomposition and allocation, design and analysis.

Nice To Haves

US Citizenship with an Active Top-Secret Clearance or higher (awarded within the past 6 years)
At least 1 year of experience leading a project and/or driving performance against schedule.
Current Sentinel Program Access
Experience leading a team or project; ability to lead and motivate others to meet complex objectives.
Familiarity with Atlassian applications JIRA and Confluence
Experience navigating specifications and requirements in DOORS
Experience applying systems thinking and systems engineering best practices to engineering development programs.
Previous experience standing up a lab environment/Hardware in the Loop test bed
Knowledge and experience using CAMEO and/or Model Based Systems Engineering (MBSE) Principles

Responsibilities

Develop customer contractual needs and requirements into test solutions that acknowledges technical schedule and cost constraints.
Develop and direct preparation and execution of comprehensive test plans, procedures and schedules.
Review and evaluate test requirements for completeness of test program.
Coordinate with Subject Matter Experts, Element Test teams, System Test teams, and other stakeholders to identify test objectives, test requirements, and risks that require test to mitigate.
Supporting development of instrumentation requirements for Hardware in the Loop testing.
Identify test support requirements and coordinate with Design & Integration team for budget and personnel needs.
Overseeing test activities in support or requirement verification and validation.
Conduct daily briefing and approve test start for each test event.
Approve Break of Configuration on the test floor.
Conduct tabletop reviews and dry run test procedures with test team prior to execution.
Coordinate and conduct Technical and Safety Review Boards, and Test Readiness Reviews.
Support customer Test Plan Working Groups.
Prepare Test Planning Team charters.
Coordinate with Quality organization for test support.
Review and approve major test amendments.
Utilize excellent communication, interpersonal skills, and the ability to interface with all levels of employees and management.
Working well in a team environment, collaborate with multiple engineering teams to define test objectives and requirements for test activities in a hardware in the loop lab.
Develop and communicate a clear vision for shaping, growing, and enabling the Command Systems business unit to meet and exceed its obligations.
Partner with Functional leadership to build, maintain, and implement mentoring, succession, and development plans.
Develop and execute staffing plans that achieve financial and programmatic strategic goals.
Drive execution across a diverse, multidisciplinary team, meeting cost, schedule, and technical performance metrics.
Communicate progress, challenges, and plans with clarity and conciseness.
Instill a culture of empowerment and accountability that enables the team to efficiently meet or exceed obligations.
Build strong partnering relationships with customers, industry partners, and internal organizations and proliferate this partnership across the Command Systems BU.
Perform proactive risk and opportunity management.
Leverage strong partnerships to navigate setbacks and implement recovery plans that maintain forward momentum.
Leverage leaders within the Command Systems BU. to make timely and credible decisions while performing advocacy across a broad stakeholder community to ensure buy-in and mitigate delays.
Implement process improvements and strategic initiatives where necessary to maintain and increase execution velocity.
Responsible for Command Systems System Integration Lab (CSIL) test planning and execution to include test requirements, test plan development, test execution of all assets and delivery to other elements.
Lead and manage a diverse group of test engineers across multiple scrum teams.
This position leads technical performance in accordance with the Sentinel SOW, and provides functional management for a Section of test engineers.
Design, develop, and implement testing methods and equipment.
Ability to navigate requirements in DOORS.
Model Based System Engineering with an understanding of DODAF and SysML.
Compile data and define changes required in test equipment, test procedures, or new test requirements.
Test planning, execution, reporting, and integration support.
System integration, regression, and verification/validation testing.
Collaborate with systems engineers, software engineers and lab users to ensure test requirements are met.
Develop and release engineering documentation.
Interface with software developers and systems engineers in support of verification.
Prepare detailed test reports and support formal verification of the system.
Product integration, regression, and verification testing including checkout in system test labs.
Short and long term integration planning and execution of multiple concurrent baselines.
Integrating subsystem functionality into system capabilities per design with an emphasis on system stability and performance.
Provide technical oversight and mentorship to staff to ensure engineering projects in portfolio meet performance objectives.
Responsible for direct functional management of staff and providing direction to the staff.
Support organizational engineering initiatives.
