About The Position

The NYC Department of Finance (DOF) is seeking a Collections Data Analyst to join the Data Analytics & Debt Segmentation Unit within the Collections Division. This role is crucial for developing and delivering comprehensive analytics and reporting to measure collections strategies and the performance of Collection Agents. The analyst will also contribute to projects involving operational and organizational change, reporting, and analytics. The Collections Division manages the full lifecycle of enforcement activities for unpaid business and excise taxes, parking fines, and Environmental Control Board summonses, utilizing negotiation, notices, telephone dunning, outside collection agencies, and asset enforcement. The Data Analytics & Debt Segmentation Unit focuses on extracting, measuring, and monitoring performance for this division. The ideal candidate will proactively contribute to collections strategy by providing insights and identifying risks and opportunities within the collections inventory and operations. This position reports to the Unit Head of Collections.

Requirements

  • Candidates must have a permanent Administrative Staff Analyst Civil Service title or are permanent in a comparable Civil Service title eligible for a 6.1.9 title change.

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
  • OR A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
  • OR An associate degree or completion of 60 semester credits from an accredited college and six years of full-time satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
  • OR A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and eight years of full-time satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
  • OR A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

Responsibilities

  • Develop reports & dashboards to identify areas of opportunity and provide insights.
  • Use statistical tools to produce and develop ad hoc reporting tools to monitor and analyze collections performance to identify risks and opportunities within the operation & Collections inventory.
  • Leverage multiple databases containing collections information to create a set of reports to provide actionable insights to improve collections & agents' performance. Reports will encompass agents’ performance, operational dashboards, debt-type reporting, originating agency reporting, and ad-hoc reports.
  • Support Collections' objectives, working with our System Modernization and FIT teams, using data extraction, data manipulation and summarization techniques to provide ad hoc analysis, deep dive assessments, and root cause analysis to support decision making including recommended changes to treatment of debtors.
  • Closely monitor operational KPI's to ensure consistency in execution & trends, making recommendations to direct supervisor and Management team on potential improvement to better address collections situations with focus on increasing profitability.
  • Develop reporting to assess performance & quantify benefits of collections initiatives & strategies, analyze and identify root cause for inventory fluctuations, review existing documents, procedures and systems.
