About The Position

The Collection Operations Manager will collaborate with collection requirements managers, analytic elements, and consumers to ensure HUMINT collection operations have the necessary focus and guidance to maximize time and resources allocated. This role involves applying intelligence collection systems and capabilities to inform intelligence collectors and consumers of collection developments and relevancy through a range of products. The manager will collaborate across the IC to understand consumer intelligence needs and gaps to optimize developing collection operations tailored to the requirements of the customer. Additionally, the role requires working with collectors and all-source analysts to evaluate the efficiency and effectiveness of multi-INT collection against requirements, executing collection plans and strategies to generate reliable intelligence, and managing large amounts of data, ensuring data consistency, producing visualizations, and developing models to report findings. The position also involves assisting with developing methods and criteria to evaluate whether collection requirements have been satisfied, producing feedback of findings, identifying collection gaps, related trends, and opportunities, assessing collection options, testing assumptions, and producing judgments, recommendations, and solutions to refine collection. The manager will produce analyses identifying gaps in collections methods, and model future intelligence collection scenarios, and conduct, develop, produce, and present programs of instruction in specified collection operations TTPs, and related or supporting processes for various HUMINT and technical intelligence operations.

Requirements

  • Bachelor's degree preferred, with four (4) years of experience as a HUMINT Collection Manager or another agency equivalent.
  • Previous experience with HUMINT automated systems.
  • Knowledge of intelligence oversight and security guidelines pertaining to HUMINT reporting.
  • Excellent written communication, research, and analytic skills.
  • Excellent oral and written communication skills for preparing, presenting, and communicating complex topics using available multimedia software and applications.
  • Experience in managing research and coordination for projects.
  • Current active TS/SCI clearance with the ability to obtain and maintain a CI polygraph.

Nice To Haves

  • Experience in instructing and interacting with small groups on data and information requirements and coordination tasks preferred.
  • Detailed knowledge of DIA, NSA, CIA, DEA, FBI, and Departments of Treasury and State programs and products highly desired.
  • Specialized training from any intelligence collection and analysis school or certification or graduate of in-residence basic HUMINT Collection course a plus.
