About The Position

Under the direction of the Street Superintendent, the Collection Foreman performs skilled work related to the inspection, maintenance, repair, and operation of the City’s sanitary sewer and stormwater collection systems. Responsibilities include preventative and corrective maintenance activities, CCTV inspections, hydro cleaning operations, emergency response, GIS recordkeeping, equipment operation, and coordination of repairs and infrastructure improvements. The position also supports street operations, including winter operations and on-call response duties.

Requirements

  • High school diploma or GED required.
  • Minimum of 4 years’ experience in sanitary sewer collection systems, stormwater systems, underground utility maintenance, construction, public works, or related field.
  • Valid driver’s license required.
  • Ability to obtain a Class A CDL with air brake and tanker endorsements within six (6) months of hire.
  • Ability to obtain an Iowa Commercial Pesticide Applicator License in Categories 5 and 6 within one (1) year of hire.
  • Knowledge of sanitary sewer and stormwater collection system operations, maintenance practices, confined space entry, and safety procedures.
  • Ability to safely operate specialized equipment including jet/vac trucks, CCTV inspection equipment, loaders, backhoes, dump trucks, forklifts, snowplows, and related tools and equipment.
  • Ability to inspect underground infrastructure, identify system deficiencies, and maintain accurate records utilizing GIS and related computer systems.
  • Strong written and verbal communication skills and ability to maintain effective working relationships with coworkers, contractors, customers, and the public.

Responsibilities

  • Inspect, maintain, repair, and operate sanitary sewer and stormwater collection systems.
  • Perform preventative and corrective maintenance activities on sewer and stormwater infrastructure.
  • Operate combination sewer jet/vac trucks, CCTV inspection equipment, vacuum trucks, camera trucks, and other specialized collection system equipment.
  • Conduct CCTV inspections of underground sanitary sewer and stormwater systems to identify leaks, breaks, infiltration, blockages, roots, grease buildup, damaged pipes, utility conflicts, and other deficiencies.
  • Perform hydro cleaning and sewer cleaning operations.
  • Inspect manholes, sewer mains, storm mains, lateral connections, and associated infrastructure.
  • Coordinate and document repairs including pipe repairs, manhole rehabilitation, lid replacement programs, grade adjustments, and H2S-related maintenance.
  • Operate equipment including loaders, backhoes, forklifts, dump trucks, snowplows, generators, pumps, power tools, and hand tools.
  • Maintain accurate records of inspections, repairs, maintenance activities, and operational data.
  • Update and maintain GIS records including photographs, repairs, infrastructure changes, and newly constructed systems associated with roads and subdivision projects.
  • Coordinate with contractors and internal departments regarding collection system repairs and infrastructure improvements.
  • Assist with identifying operational budget needs, capital improvement projects (CIP), and future equipment needs.
  • Respond to customer complaints, sanitary sewer backups, stormwater issues, emergency spills, and after-hours emergency calls.
  • Serve as a point of contact for sanitary sewer and stormwater-related questions and concerns from the public, contractors, and City staff.
  • Participate in confined space entry operations in accordance with safety regulations and permit requirements.
  • Follow all applicable safety procedures, policies, and confined space requirements.
  • Maintain shop areas, storage facilities, vehicles, equipment, and tools in a clean and orderly condition.
  • Participate in the City’s on-call/standby rotation and respond to emergency calls within 30 minutes of notification, including evenings, weekends, and holidays.
  • Assist with street department operations including winter operations, storm throat repairs, street sweeping support, and infrastructure repairs impacting both street and collection systems.
  • Assist other utility or public works personnel as needed.
  • Perform other duties as assigned.
