This position is located in the Line Maintenance Division of the Utilities Department within the City of Oklahoma City. Employees of this classification perform work of a specialized nature, involving installation, repair and maintenance of water distribution and/or wastewater collection systems. The skills and knowledge required must be acquired prior to assuming the position. The supervisor is responsible over the worksite and the crew assigned to the worksite. Essential job functions include: supervising a crew engaged in various types of water/wastewater system repair and construction; ensuring manpower, vehicles and equipment are safely transported to the jobsite; confirming work is performed according to established safety and quality standards; and using sound judgment regarding public and worker safety at all time but especially when work is being performed in high traffic areas and around other utilities. Additional job functions include training employees; assigning and evaluating work, retrieving and inputting data from/into computerized systems; completing work orders, safety reports and other work-related daily reports. The work often includes frequent contact with the public, outside utility agencies, contractors and other City personnel. Work assignments are given in both oral and written form depending on the work situation. The work products are reviewed through customer satisfaction, daily reports and periodic inspection by a supervisor.

  • Knowledge of and skill in operating job-related machinery, tools, and heavy equipment used in the installation, repair, and maintenance of water and wastewater lines.
  • Knowledge of supervisory practices to oversee jobsites and crews.
  • Knowledge of City codes and regulations governing water and wastewater line installation, repair and/or maintenance.
  • Knowledge of and skill in applying procedures and techniques used in water and wastewater line operation, installation, repair, and maintenance.
  • Knowledge of excavation standards and skill in applying such standards to the work performed.
  • Skill in assessing collection/distribution system conditions to troubleshoot failures and make emergency repairs.
  • Skill in following Standard Operating Procedures related to installation, repair and maintenance of water and wastewater systems.
  • Skill in written and verbal communications.
  • Ability to make decisions and assume responsibility for work product.
  • Ability to work independently or with a crew in the performance of assigned tasks.
  • Ability to perform basic mathematical computations.
  • Ability to retrieve/input data from/into computerized systems.
  • Ability to maintain effective working relationships.
  • Ability to communicate with the public using tact and diplomacy.
  • Ability to follow both oral and written instructions.
  • Ability to supervise a crew and to assume responsibility for the work product as well as equipment and materials used.
  • Possession of a valid Class A Commercial Driver License (CDL) with Tanker Endorsement.
  • Possession of a valid Oklahoma Department of Environmental Quality (DEQ) Distribution/Collection Operator Class C Certification or DEQ Class C Water or Wastewater Certification.
  • The employee will be required to possess or obtain a valid Oklahoma Department of Environmental Quality (DEQ) Distribution/Collection Operator Class C Certification or DEQ Class C Water or Wastewater Certification within eighteen (18) months from the date of hire/promotion/transfer/demotion. Continued employment is contingent upon obtaining a valid Oklahoma Department of Environmental Quality (DEQ) Distribution/Collection Operator Class C Certification or DEQ Class C Water or Wastewater Certification within eighteen (18) months from the date of hire/promotion/transfer/demotion.
  • Knowledge of reviewing water and wastewater construction plans.
  • Experience in the repair and/or replacement of water mains and service connections.
  • Experience and training in equipment operation at a competent level (i.e., excavator, backhoe, skidsteer).
  • Competent at operating and utilizing Windows Software, Cityworks, and GIS.
  • Position may be assigned to work a weekend shift.
