About The Position

ASRC Federal Technology Solutions LLC is seeking a Collection Assessor with a Top Secret/SCI clearance to support a contract in Colorado Springs, CO. If you have experience as a Collection Strategist, this opportunity might be for you. The role involves developing, refining, and applying Measures of Performance and Measures of Effectiveness to assess collection activities, collection strategies, and ISR support to mission objectives. The Collection Assessor will provide collection effectiveness assessments to Joint Staff J32 and the DIA Center for Defense Collection Management, as directed by the Government. This position requires applying experience in airborne ISR operations and performance to assess the effectiveness, responsiveness, and operational value of airborne ISR support within the broader multi INT collection enterprise. The role also includes representing USNORTHCOM in various collection management and ISR forums, departmental and national-level interagency committees and working groups. The Collection Assessor will develop and implement assessment frameworks, methodologies, and reporting processes to evaluate the efficiency, responsiveness, quality, and operational impact of multi-INT collection efforts. This includes collecting, consolidating, validating, and analyzing data from various sources to identify trends, gaps, shortfalls, and opportunities for improvement. The position requires evaluating the extent to which collection activities satisfy priority intelligence requirements, operational information needs, and commander’s decision requirements. The role involves preparing recurring and ad hoc assessment products, including dashboards, scorecards, briefing materials, executive summaries, and formal written assessments.

Requirements

  • Active DOW Top Secret clearance with SCI (TS/SCI) is required. Candidates without a minimum of a Top Secret clearance will not be considered.
  • Bachelor’s degree from an accredited college or university. An additional four (4) years of directly relevant experience may be substituted for a bachelor’s degree.
  • Minimum of five (5) years of relevant experience in ISR assessment, collection management assessment, airborne ISR operations, intelligence analysis, or related operational assessment support.
  • Shall possess experience in airborne ISR operations and performance.
  • Shall have the ability to represent USNORTHCOM in multiple collection management and ISR forums, departmental and national-level interagency committees and working groups, including the Global ISR Conference and the Joint Staff J32 PED Working Group.
  • Shall demonstrate experience developing and refining Measures of Performance and Measures of Effectiveness and applying assessment methodologies to evaluate collection effectiveness across HUMINT, CI, SIGINT, GEOINT, MASINT, OSINT, and Airborne ISR.
  • Shall have experience preparing collection effectiveness assessments, dashboards, scorecards, reports, and briefing materials for senior leaders and external stakeholders, including Joint Staff J32, the DIA, and Center for Defense Collection Management.

  • Evaluate the extent to which collection activities satisfy priority intelligence requirements, operational information needs, and commander’s decision requirements across strategic, operational, and tactical mission sets.
  • Prepare recurring and ad hoc assessment products, including dashboards, scorecards, briefing materials, executive summaries, and formal written assessments that communicate collection performance, effectiveness, risks, and recommendations.
