About The Position

The Collaborative Delivery Preconstruction Manager plays a crucial role in supporting proposal development, RFQs, and RFP responses. This position involves participating in client interviews and presentations, establishing and maintaining strong relationships with municipal owners and engineers, and leading coordination between engineering and estimating teams during the design phase. The manager will review drawings, geotechnical reports, and specifications for constructability, identify and mitigate project risks, and provide structured constructability comments. Responsibilities also include soliciting and coordinating subcontractor and supplier participation, developing and coordinating GMP budgets and bid packages, and maintaining preconstruction schedules in P6. The role requires tracking preconstruction financials, providing innovation and value engineering solutions, ensuring compliance with municipal funding requirements, and partnering with operations for a seamless transition into construction. Additionally, the manager will utilize strategic account planning and CRM tools, identify and develop new business opportunities, build and maintain strong relationships with various stakeholders, propose strategic partnerships, manage key client relationships, and collaborate with internal teams. Monitoring emerging markets, contributing to strategic plans, researching new markets, and coordinating sponsorship opportunities are also key aspects. The role involves conducting webinars and presentations, leading RFP preparations, and representing Wharton-Smith as an ambassador in local, state, and national water organizations.

Requirements

  • Bachelor’s degree in Construction Management, Civil, Mechanical, or Electrical Engineering, Engineering, or a related field required.
  • Equivalent combinations of education and relevant experience may be considered.
  • 7+ years of experience in municipal Water/Wastewater construction or design.
  • Prior experience as a Project Manager on municipal Water/Wastewater projects.
  • Experience developing or supporting GMP pricing.
  • Demonstrated ability to collaborate effectively with owners, engineers, and operations teams.
  • Strong understanding of municipal Water/Wastewater construction practices.
  • Experience with CMAR, Progressive Design-Build, or other collaborative delivery models.
  • Ability to identify scope gaps and cost exposures.
  • Proficiency with scheduling software (P6 preferred) and cost management systems.
  • Strong written and verbal communication skills.

  • Evaluate existing partnerships to identify future business opportunities.
  • Manage key client relationships while working to establish new ones.
  • Collaborate with sales, marketing, customer service, and client relationship management teams.
  • Develop and strengthen internal and external relationships to support increased lead generation and market share.
  • Monitor emerging markets and industry trends; recommend new services as needed.
  • Contribute to the development of long-term objectives and strategic plans for the Charlotte region.
  • Research and identify new markets; travel to vendor sites, distribution centers, and other relevant locations.
  • Identify and coordinate sponsorship opportunities, including nonprofit engagements.
  • Conduct webinars and presentations to elevate brand and product visibility.
  • Lead the preparation and submission of Requests for Proposals (RFPs) from potential partners and clients.
  • Represent Wharton-Smith as an ambassador by actively participating in local, state, and national water organizations, and attend relevant conferences and industry events.
