About The Position

Plans, performs, supervises, and manages inspections and enforcement activities to ensure compliance with building codes, zoning ordinances, and Town Codes. This role is responsible for managing and directing staff involved in permit issuance and inspections across electrical, building, mechanical, and plumbing. The work involves interpreting, applying, and enforcing regulations related to new and existing building construction, daily interaction with contractors, reviewing plans and specifications, and assisting with zoning ordinance and Town code enforcement. Tact, courtesy, and firmness are essential when dealing with contractors, property owners, and the public. The role is subject to various environmental conditions, including inside and outside settings, temperature extremes, and hazards associated with construction work, potentially requiring work in confined spaces. The position operates under the general supervision of the Development Services Manager and is evaluated based on performance reviews and feedback.

Requirements

  • Graduation from high school and some experience in the building construction industry and enforcement of code standards; or an equivalent combination of education and experience.
  • Level III state inspection certification in two or more trades of Building, Electrical, Plumbing, or Mechanical.
  • Possession of a valid North Carolina driver's license.
  • Considerable knowledge of State building codes and local laws and ordinances, and the Town's minimum housing code.
  • Considerable knowledge of construction and system installation procedures in electricity, plumbing, heating, and/or air conditioning.
  • Considerable knowledge of the approved methods and practices involved in the installation, construction, repair and maintenance of buildings.
  • Skill in the interpretation of codes and ordinances and their application to specific situations.
  • Skill in reading and interpreting plans and specifications.
  • Able to detect and locate defective work in construction or repair of buildings.
  • Ability to establish and maintain effective working relationships with contractors, property owners, and the public.
  • Ability to enforce regulations tactfully and firmly.

Responsibilities

  • Inspects buildings during construction, alteration, or repair for compliance with State Code requirements in all trade areas.
  • Inspects for plan compliance and construction and safety practices; assures quality of design, materials, and work quality.
  • Supervises staff effectively.
  • Monitors and evaluates the efficiency and effectiveness of division operations, procedures, and resource utilization.
  • Reviews site plans, blueprints, and specifications and receives applications for permits.
  • Assigns and monitors daily inspection loads to ensure balanced duties and timely completion of inspections.
  • Advises contractors in interpreting and applying code regulations.
  • Attends desk to receive and answer inquiries concerning inspections and permit procedures.
  • Receives and pursues complaints alleging code violations.
  • Issues building permits and certificates of occupancy.
  • Coordinates development reviews and inspections with the Fire Marshal.
  • Notifies responsible parties of defects and reinspects to determine if corrective actions have been taken; issues stop work orders.
  • Assists Fire Marshal in inspections of buildings and facilities for conformance with state and local zoning ordinances and in investigations of fires.
  • Assists with minimum housing inspections as requested by the zoning inspector.
  • Directs, trains, supervises, and evaluates subordinate personnel.
  • Organizes work, establishes priorities, meets established deadlines, and follows up on assignments with a minimum of direction.
  • Maintains effective working relationships.
  • Performs related duties as required.
  • Potential for inspections and enforcement after regular working hours.
