About The Position

The Code Enforcement Supervisor is responsible for overseeing the City of Alton’s property maintenance, building code, and nuisance code enforcement operations. This position ensures compliance with City ordinances to protect the health, safety, and quality of life of residents, businesses, and visitors. The Supervisor directs daily inspection activities, manages complaint investigations, issues citations, coordinates abatement actions, and provides leadership and training to enforcement staff. This role contributes to maintaining safe neighborhoods, promoting community pride, and supporting the City’s long-term development goals.

Requirements

  • High school graduation or GED required.
  • A minimum of three (3) years of supervisory experience is also required, including direct responsibility for leading a team of three (3) or more employees.
  • Supervisory experience must include staff oversight, work assignment, performance management, and enforcement of policies and procedures.
  • Property Maintenance and Housing Inspector Certification (ICC), Zoning Inspector Certification, or the ability to obtain within 18 months of hire.
  • Valid Illinois driver’s license required.
  • Knowledge of municipal codes, zoning regulations, and property maintenance standards.
  • Knowledge of investigation techniques, due process, and legal procedures for code enforcement.
  • Knowledge of building, environmental health, and safety practices.
  • Skill in conflict resolution, mediation, and de-escalation techniques.
  • Skill in supervising, motivating, and evaluating employees.
  • Skill in preparing clear, concise written reports and documentation.
  • Skill in interpreting and applying codes, ordinances, and regulations.
  • Ability to work independently in the field while managing a team.
  • Ability to communicate effectively with the public, staff, and elected officials.
  • Ability to maintain professionalism in confrontational or stressful situations.
  • Building Department Software, Microsoft Office, Madison County Property Database, GIS, City Vehicle, digital cameras, measuring devices, safety equipment (vests, gloves, masks), and general office equipment.

Nice To Haves

  • An Associate’s Degree in a related field or a Bachelor’s Degree is preferred.
  • Five (5) years of progressively responsible experience in code enforcement, inspection, or municipal government may be considered in lieu of a degree.
  • Training in conflict resolution, zoning administration, community development, or environmental health is desirable.

Responsibilities

  • Provides direction, training, and evaluation of code enforcement staff to ensure consistent and effective performance.
  • Oversees and conducts inspections, investigations, and enforcement actions to ensure compliance with property maintenance, zoning, and nuisance codes.
  • Responds to citizen complaints, educates the public on code requirements, and represents the City at meetings and hearings.
  • Maintains accurate case files, prepares reports, and assists with ordinance updates and policy improvements.
  • Ensures staff adhere to safety standards, legal requirements, and departmental procedures in all enforcement activities.
  • Works closely with police, fire, health, and public works departments to address overlapping enforcement and compliance concerns.
  • Reviews, assigns, and monitors code violation cases to ensure timely resolution and proper documentation.
  • Coordinates with legal staff to prepare evidence, testify in court, and support prosecution of code violations.
  • Assists in preparing budgets, monitors expenditures, and ensures resources are allocated effectively for enforcement operations.
  • Identifies training needs, promotes professional growth, and ensures staff maintain required certifications.
  • Utilizes enforcement software, mobile devices, and digital tools to track cases and improve workflow efficiency.
  • Recommends and implements new programs, strategies, and outreach initiatives to improve community compliance and neighborhood quality.
  • Contribute to the team's efforts by completing other related tasks as needed.
