About The Position

Under general supervision, this position is responsible for enforcing City Codes as outlined in the City Code of Ordinances, Land Development Code, and other relevant ordinances. The role involves working with various city departments and the Police Department to ensure code violations are cured. Responsibilities include receiving complaints, interpreting codes, investigating violations, preparing cases for hearings, and administering the City’s Civil Citation Program. The employee must exercise independent judgment and may perform skilled inspection work. The role may also involve responding to man-made or natural disasters for recovery efforts. The position reports to the Development Services Director.

Requirements

  • Graduation from high school, supplemented by special training in Code Enforcement or an equivalent combination of training and experience.
  • Must obtain the minimum knowledge and experience needed upon accepting the position, as determined by Department Director.
  • Must obtain Level 1 and Level 2 provisional certifications within 240 days of employment, as recognized and administered by the Florida Association of Code Enforcement (FACE).
  • Must be physically able to operate a variety of machinery and equipment including a computer, calculator, copier, etc.
  • Must be physically able to apply negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.
  • Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time.

Responsibilities

  • Perform routine and special inspections and investigations to enforce City Codes and Ordinances, ensuring businesses, residents, and property owners remain in compliance.
  • Receive and respond to inquiries or complaints about alleged violations of City Codes.
  • Prepare and deliver "Notice of Violations" (NOVs) to property owners.
  • Prepare cases for hearings and rulings by the Special Magistrate/Code Enforcement Board and for Circuit Court trials, as applicable.
  • Represent the City by providing testimony at hearings and trials.
  • Administer and maintain all necessary reports and records pertaining to inspections, investigations, code violations, hearings, trials, and other code enforcement work.
  • Enter and retrieve information from a computer for research, record updates, case documentation, and responding to actions and requests.
  • Perform routine clerical duties in the office.
  • Obtain and maintain professional-level industry/department-specific computer skills and train others on computer systems and requirements.
  • Participate in Code Enforcement Special Magistrate/Board hearings/meetings when necessary.
  • Determine the severity of code violations and prepare written correspondence, such as summons to appear, to bring code violators before the Code Enforcement Special Magistrate/Board.
  • Review and study city-related regulations to stay informed and current with changes to City codes and ordinances.
  • Attend necessary classes, seminars, and training to maintain minimum certifications and enhance knowledge, skills, and professionalism.
