About The Position

This position ensures compliance with applicable City Ordinances and State Health and Safety Codes and other Federal and State regulations for the City of Conroe. Under limited supervision, the position responds and investigates complaints and identifies alleged violations of Codes in the City of Conroe. This position must have an enhanced knowledge of City Codes and must possess the ability for independent thinking regarding each incident. This position will write citations and will be the catalyst for resolving or convicting offenders. Ability to speak Spanish strongly preferred.

Requirements

  • High school diploma or G.E.D.
  • Two years of Code Enforcement experience or other related experience.
  • Possession of a valid Texas class "C" driver's license or higher.
  • Ability to speak Spanish.
  • Enhanced knowledge of applicable federal, state and local laws, code, ordinances, rules, regulations, policies and procedures as related to Code Enforcement and Environmental Health.
  • Enhanced knowledge of code inspection principles, practices and methodologies.
  • Skill in mediating and diffusing hostile situations.
  • Outstanding people skills.
  • Skill in exercising reasonable and sound judgment and discretion.
  • Skill in research techniques.
  • Skill in operating a computer and related software applications.
  • Skill in reading, interpreting and explaining applicable laws, codes, ordinances, rules, regulations, policies and procedures.
  • Skill in gathering and analyzing information and making recommendations based on findings and in support of organizational goals.
  • Skill in communicating effectively with a variety of individuals.
  • Skill in articulate public speaking.
  • Ability to remain calm, make quality decisions, always maintain a professional demeanor and attitude including during stressful and tense situations.
  • Ability to plan, organize, prioritize and manage projects and workflow.
  • Read and interpret maps, plats, codes, ordinances and regulations.
  • Ability to operate a vehicle.
  • Ability to listen and follow instructions from a supervisor.
  • Must pass background check and pre-employment substance abuse screening.
  • A motor vehicle record check and job-related doctor's physical exam may also be required.
  • Safety-sensitive positions remain subject to random drug and alcohol testing after hire.

Nice To Haves

  • Some college level courses in Natural Science and two years of experience in environmental health or a qualified field.
  • Associate's degree in Environment Science, Environmental Health or related field.
  • Certification and licensed by the State of Texas as a Code Enforcement Officer or able to obtain the Code Officer Certification within a 12-month period.
  • Maintain Code Enforcement Certification.
  • Health and Safety, non-structural Code Enforcement Officer Certificate.

Responsibilities

  • Respond to and investigate complaints regarding alleged violations of City Codes.
  • Identify alleged violations of Codes in the City of Conroe.
  • Write citations.
  • Act as a catalyst for resolving or convicting offenders.
  • Field inspect complaint sites, walk non-conforming sites and climb ladders.
  • Prepare and communicate an educational program regarding Code Enforcement issues.
  • Provide customer service.
  • Prepare clear and concise reports, including oral, written and audio/visual presentations.
