About The Position

The City of Dickinson is seeking a proactive and service-oriented Code Enforcement Officer II to help maintain safe, clean, and compliant neighborhoods. This role involves enforcing City codes and ordinances, conducting field inspections, investigating complaints, and preparing cases for legal action. Requirements

  • High School Diploma or GED required
  • Three (3) or more years of experience in code enforcement, inspections, general contracting, or a related field
  • Equivalent combinations of education, training, and experience will be considered
  • Valid North Dakota Driver’s License required
  • International Property Maintenance and Housing Certification (ICC) required at hire
  • Zoning Inspector Certification (ICC) required within 6 months of hire
  • Pesticide Applicator Certificate (ND Department of Agriculture) required at hire
  • Manufactured Homes Inspection Certificate (ND Department of Commerce) required within 12 months of hire

Nice To Haves

  • Associate’s Degree in Civil Engineering, Architectural Design, Drafting, or related field
  • Experience working with municipal codes, zoning regulations, or compliance programs

Responsibilities

  • Enforce City codes and ordinances related to zoning, land use, nuisance housing, blight, graffiti, water waste, and other public concerns
  • Conduct field inspections of residential and commercial properties for maintenance, occupancy, sanitation, and code compliance
  • Investigate complaints and respond to sensitive or complex situations with professionalism and sound judgment
  • Prepare notices of violation, letters, and official correspondence; follow up to ensure compliance
  • Prepare cases for legal action, including gathering evidence and testifying at hearings or court proceedings
  • Identify and monitor vacant or abandoned properties; secure and inspect for safety concerns and vandalism
  • Coordinate and carry out abatement actions, including working with contractors and tracking compliance efforts
  • Serve as a resource to property owners, businesses, and the public on code requirements and enforcement processes
  • Lead and support daily operations of Code Enforcement staff, providing guidance and direction as needed
  • Administer and support the City’s Noxious Weed Program, including education, compliance, and program development
  • Manage Food Truck Licensing, including approvals, denials, and recordkeeping
  • Attend meetings, engage with the public, and support City initiatives related to community standards
