About The Position

Under general supervision, the Code Compliance Officer inspects and enforces city, county, and state laws, codes, ordinances, and regulations related to environmental hazards on public and private premises. This includes identifying and addressing fire and health hazards, nuisance violations, and unsafe building conditions. The role requires effective communication skills, a willingness to learn ordinances and educate citizens, and the ability to interact calmly with upset individuals.

Requirements

  • High School Diploma or GED.
  • Two (2) years of code compliance experience, or any combination of education and experience that provides the applicant with the desired skills, knowledge, and ability.
  • Must have completed the Basic Code Enforcement course conducted by the Texas Engineering Extension Service (TEEX) and be a certified Code Enforcement Officer, or be able to complete the course and become certified within eighteen (18) months of employment.
  • Must possess a valid Class "C" Texas driver's license prior to employment.
  • Must be able to successfully complete a pre-employment drug screening and criminal history background check.
  • Must be able to work overtime as needed.
  • Knowledge of general state and local laws, ordinances, and codes related to environmental hazards and public health nuisances (e.g., zoning, home occupations, signs, high weeds, trash, illegal dumping, junked vehicles, minimum building standards).
  • Knowledge of safe methods for securing condemned and unsafe properties or pool areas.
  • Knowledge of methods for negotiating, mediating, and resolving customer complaints and concerns.
  • Skills in learning and applying municipal code provisions.
  • Skills in communicating effectively (oral and written).
  • Skills in using Microsoft Office products (Word, Excel, Outlook).
  • Ability to work in all types of weather conditions for extended periods.
  • Ability to establish and maintain effective and courteous working relationships with the public, other City staff, and officials.
  • Ability to assist in various department operations.
  • Ability to perform special projects and assignments.
  • Ability to use a personal computer, including word processing and spreadsheet software.
  • May be subject to repetitive motion including typing and data entry and extended periods of driving.
  • May be subject to exposure to extreme weather conditions, hazardous chemicals, fumes, infectious diseases, toxic waste, airborne and waterborne pathogens, unsafe and unhealthy building conditions, and rough or unstable terrain.
  • May be subject to extended periods of bending, reaching, kneeling, climbing ladders and stairs, as well as lifting or carrying building materials when securing condemned or unsafe buildings or pools.
  • Must be able to lift up to 45 pounds.

  • Bilingual communication skills in Spanish are preferred but not required.

Responsibilities

  • Monitors public and private properties daily to ensure compliance with the municipal code.
  • Investigates alleged violations of city ordinances, state laws, codes, and regulations concerning environmental hazards and public health nuisances.
  • Investigates and responds to complaints regarding land use, health, and nuisance violations, including substandard structures, illegal signage, garbage/debris accumulation, business licenses, junk vehicles, high grass and weeds, and illegal dumping.
  • Provides customer service by interacting effectively with the public to explain codes, identify violations, and communicate solutions for voluntary compliance.
  • Prepares and maintains accurate, detailed records and field notes, compiles them into reports, and serves as a witness in court cases.
  • Coordinates duties and projects with other City departments and outside agencies involved in code compliance.
  • Secures and boards up abandoned and condemned properties and unfenced pools.
  • Removes and disposes of illegal signs in the City right of way.
  • Analyzes information and exercises sound judgment within policy limits.
  • Travels to conduct inspections and attend meetings, conferences, and training.
  • Maintains regular and consistent attendance.
  • Works independently with minimal supervision.
  • Performs other duties as assigned.
