About The Position

Under the general guidance and direction of the Chief Code Administrator and Director of Planning & Codes, the Code Compliance Officer performs field inspections, investigates complaints, documents violations, conducts reinspections, and enforces adopted municipal ordinances and applicable codes. The position is responsible for managing assigned cases from initial inspection through compliance or enforcement action; maintaining complete and accurate electronic records; communicating requirements to property owners, tenants, contractors, businesses, and the public; and supporting the City's property maintenance, rental, buyer notification, and related code compliance programs. Work requires independent field judgment, effective public interaction, and the ability to manage multiple assignments within established time frames.

Requirements

  • High school diploma or equivalent (GED) required.
  • One (1) year of experience in an office or field setting using Windows-based office software, including Microsoft Word, Excel, and mobile operating systems.
  • Ability to read, understand, explain, and consistently apply municipal ordinances, policies, procedures, notices, and inspection requirements.
  • Ability to communicate professionally with the public, document field conditions accurately, manage assigned cases, and work independently with appropriate supervisory guidance.
  • Possession of a valid Pennsylvania driver's license and a safe driving record.

Nice To Haves

  • Two (2) years of experience related to inspection, code enforcement, law enforcement, fire protection, building inspection, property maintenance, construction, general office work, communications, records management, or a related field is preferred. An equivalent combination of education and experience may be considered by management.
  • The employee is required to obtain an International Code Council Property Maintenance and Housing Inspector certification within forty-five (45) calendar days of the starting date in this position, with no more than two attempts to achieve the certification.
  • Additional certifications, licenses, or continuing education may be required during employment based on changes to law, assigned duties, or the operational needs of the City.

Responsibilities

  • Conducts inspections of buildings, structures, lots, and properties for compliance with adopted municipal ordinances, property maintenance requirements, and other codes within the authority of the Department.
  • Conducts exterior property patrols and investigates complaints concerning property maintenance, sanitation, rubbish, vegetation, unsafe conditions, occupancy, rental properties, and other assigned code matters.
  • Performs assigned rental inspections, interior complaint inspections, buyer notification inspections, reinspections, and other inspection programs administered by the Department.
  • Manages assigned code cases from initial inspection through final compliance, abatement, enforcement action, or official closure and remains responsible for follow-up on open cases unless reassigned by a supervisor.
  • Documents inspection findings through written notes, photographs, reports, correspondence, and other supporting evidence.
  • Prepares and issues notices of violation, correction notices, orders, Quality of Life tickets, and other enforcement documents authorized by City ordinance and departmental procedures.
  • Schedules and performs reinspections within required or established compliance periods and documents the results in the City's electronic permitting and code-enforcement system.
  • Maintains complete, timely, and accurate electronic case records, including property information, violation information, inspection results, photographs, correspondence, notices, reinspection dates, compliance activity, and case closure information.
  • Explains applicable municipal code requirements and compliance procedures to property owners, tenants, contractors, businesses, complainants, and members of the public in a clear and professional manner.
  • Works with property owners and responsible parties to obtain voluntary compliance when appropriate while consistently applying adopted ordinances and established enforcement procedures.
  • Investigates complaints and assists in preparing and prosecuting violations of municipal ordinances and applicable codes.
  • Prepares cases for court or other enforcement proceedings, including organizing notices, inspection records, photographs, correspondence, and other evidence, and provides testimony when required.
  • Identifies conditions that may constitute an immediate threat to health, safety, or welfare and promptly refers or reports such conditions to the Chief Code Administrator, Director, Fire Department, Police Department, Health Bureau, or other appropriate authority.
  • Assists the Chief Code Administrator and other City personnel with emergency inspections, unsafe-property conditions, fire-damaged properties, condemnations, and related field activities as directed.
  • Coordinates with Planning/Zoning, Building Inspection, Health, Fire, Police, Public Works, Legal, and other City departments when an inspection or enforcement matter involves overlapping responsibilities.
  • Assists other Code Compliance Officers with inspections, cases, patrol areas, or special enforcement initiatives as assigned based on departmental workload and operational needs.
  • Participates in targeted neighborhood inspections, property-maintenance initiatives, rental initiatives, special inspection programs, and other departmental enforcement activities.
  • Provides code education and community outreach and maintains professional and respectful communication during field contacts and public interactions.
  • Uses City-issued computers, tablets, mobile devices, software, mapping resources, property records, and other technology necessary to perform inspections, research properties, document cases, and complete reports.
  • Conducts property and records research necessary to verify ownership, occupancy, parcel information, permit history, prior violations, and other information relevant to an assigned case.
  • Prepares reports, maintains records, and provides workload or case information requested by supervisory staff.
  • Attends departmental training, certification programs, day or evening meetings, hearings, court proceedings, and other assignments as required.
  • Maintains required certifications and participates in continuing education necessary to perform assigned duties.
  • Demonstrates the ability to identify problems, exercise sound judgment, work independently in the field, manage conflict professionally, complete work within established time frames, and communicate effectively.
