About The Position

The Code Compliance Inspector maintains neighborhood safety and quality by inspecting properties for violations of municipal codes, including zoning, health, safety, and sanitation. The position focuses on providing resources to residents, investigating complaints, and gaining voluntary compliance, with the authority to enforce regulations on nuisances, parking, and property maintenance. This position identifies, investigates, and resolves violations of municipal codes through education, outreach, and enforcement. The Code Compliance Inspector conducts field inspections, responds to complaints and works with residents, businesses, and property owners to achieve compliance with Town regulations. This position also assists with non-criminal public safety services, including community assistance calls. The Code Compliance Inspector prepares reports, maintains case documentation and may provide testimony in municipal court related to ordinance violations. The Code Compliance Inspector helps keep Severance’s neighborhoods safe, healthy, and well-maintained. Our inspector provides resources to residents and businesses, responds to concerns, and enforces Municipal Code standards related to private property conditions, including zoning, health and safety, sanitation, weeds and landscaping, and other environmental issues. We prioritize education and voluntary compliance, partnering with property owners to correct issues and preserve the quality and character of our community. When necessary, formal enforcement ensures that private properties remain safe and meet minimum code requirements. This position is assigned to the Planning Department and reports to the Planning Director and works collaboratively with the Public Works and Police departments to address ordinance violations and support community safety.

Requirements

  • Knowledge of applicable Town, County, State and Federal statutes, regulations, ordinances and codes.
  • Strong communication skills (written and verbal), proficient computer skills (MS Office), and the ability to interpret technical codes and ordinances
  • Ability to read and interpret various codes, rules, regulations, and laws.
  • Ability to apply and communicate municipal code regulations; to evaluate property conditions to determine if violations exist and propose recommendations on the appropriate response to each case.
  • Ability to relate to and interact with others, including the public, Town officials and other Town employees, in a positive way that results in cooperation, mutual respect, and common benefit for all parties.
  • Knowledge of and ability to provide excellent customer service and to convey negative information to customers in a positive manner.
  • Ability to work in an environment with minimal supervision and exercise good judgment and decision-making.
  • Ability to communicate clearly both verbally and in writing.
  • Ability to define problems, collect data, establish facts and draw valid conclusions.
  • Ability to write reports, business correspondence and process violations.
  • Ability to read, analyze and interpret applicable codes and ordinances pertaining to code enforcement.
  • High school graduation, or equivalent, combined with relevant experience in inspection, law enforcement, or customer service.
  • Possession of a valid Colorado driver’s license.
  • Must successfully pass a criminal background check and pre-employment drug screen.
  • Must have and maintain a valid Colorado driver’s license for continued employment.
  • Clearance to access law enforcement automated information systems.

Nice To Haves

  • Associate or bachelor’s degree in related field preferred.
  • Customer service experience in high pressure environment helpful.
  • 1-2 years’ code enforcement or law enforcement experience preferred.
  • Bilingual in English and Spanish.
  • Experience in public/municipal sector.

Responsibilities

  • Serves as “good-will ambassador” by providing friendly, helpful and informative customer service to the general public.
  • Proactively patrol and respond to citizen complaints regarding property maintenance, weeds, junk vehicles, and zoning violations.
  • Provide resources to residents and business owners on town ordinances and work with them to achieve voluntary compliance, reducing the need for legal action.
  • Utilize technology to photograph conditions, document investigations, and enter data into the town's management system, community core.
  • Issue notices of violation, prepare documentation, and potentially testify in municipal court if compliance is not met.
  • Handle difficult situations with patience, communicating diplomatically with the public to resolve conflicts.
  • Maintains public relations with residential and business communities
  • Works with other agencies to ensure public safety
  • Conducts field investigations including visual observations of property conditions, collecting data and information and uses sound judgment to interpret and apply code requirements to determine if code violations
  • Reports all data into community core module for tracking purposes.
  • Manages complaint cases by meeting with violators to discuss code requirements, scheduling inspection appointments, preparing and posting notifications and issuing summons.
  • Issues code and ordinance violation notifications and citations; follows up on notices issued.
  • Responds to public inquiries, complaints, concerns, and suggestions; interprets and explains codes and ordinances; investigates service requests and responds as
  • Patrols the limits of the Town to identify and investigate violations of municipal ordinances including vehicle owner(s), property owner(s), businesses and residents.
  • Educates vehicle owner(s), property owner(s), businesses and residents of ordinance violations, issue written notices of violations; issue written summons and complaints to offenders as required and follows up to ensure all matters are handled in a timely matter.
  • Records, gathers and compiles accurate and thorough information for municipal court cases and appears and testifies as needed.
  • Advises and educates homeowners, business owners and other interested citizens of requirements to comply with applicable codes, ordinances and laws.
  • Makes recommendations for amendments and additions to codes or regulations which relate to the position.
  • Participates in the safety program to include adhering to safety policies, observing and correcting safety hazards, and participating in safety-related training.
  • Performs other duties as assigned.
