About The Position

The CoC Winter Shelter Coordinator leads systemwide planning, coordination, and operational support for winter weather and Code Blue emergency sheltering across the St. Louis Continuum of Care (CoC). This role works closely with the City of St. Louis, the CoC Board, outreach teams, shelter providers, and partner agencies to ensure a structured, reliable, and responsive winter sheltering system that activates during inclement weather to keep people experiencing homelessness safe and connected to services. The coordinator supports logistics, communication, planning, and cross‑agency alignment to ensure that winter operations are efficient, equitable, and grounded in best practices for emergency response.

Requirements

  • Bachelor’s degree required (public administration, social work, emergency management, nonprofit management, or related field preferred).
  • Minimum 2–4 years of experience in homelessness services, emergency response, outreach coordination, or related fields.
  • Strong organizational skills with the ability to manage multiple priorities under time‑sensitive conditions.
  • Excellent written and verbal communication skills.
  • Ability to work collaboratively with diverse partners, including government agencies, service providers, and community stakeholders.
  • Proficiency with Microsoft Office, virtual meeting platforms, and cloud‑based collaboration tools.
  • Commitment to equity, accessibility, and trauma‑informed service delivery.

  • Experience coordinating multi‑agency operations or seasonal/emergency programs strongly preferred.

Responsibilities

  • Lead planning and logistics for winter weather, inclement weather, and Code Blue operations in collaboration with the City of St. Louis and the CoC Board.
  • Maintain and update winter response protocols, activation criteria, and operational workflows.
  • Coordinate with shelter providers, outreach teams, transportation partners, and emergency response agencies to ensure readiness and alignment.
  • Support real‑time activation and deactivation processes during winter weather events.
  • Facilitate winter planning meetings, workgroups, and cross‑agency coordination sessions.
  • Develop and maintain winter sheltering calendars, staffing plans, communication trees, and resource inventories.
  • Support the development of winter outreach strategies to ensure unsheltered individuals are engaged and informed.
  • Track capacity, utilization, and operational challenges to inform system improvements.
  • Serve as a central point of contact for winter sheltering communication across the CoC.
  • Draft and distribute winter weather alerts, activation notices, provider updates, and public‑facing information.
  • Maintain accurate and timely updates on winter shelter availability, transportation options, and service access points.
  • Ensure communication is accessible, transparent, and aligned with CoC governance expectations.
  • Collaborate with City departments, emergency management, outreach teams, shelter providers, and health partners to ensure coordinated winter response.
  • Support alignment between winter sheltering operations and broader CoC system planning.
  • Participate in community meetings, emergency response briefings, and partner coordination efforts as needed.
  • Maintain organized, audit‑ready documentation for all winter sheltering activities.
  • Track data related to winter shelter utilization, outreach contacts, and activation patterns.
  • Support after‑action reviews and contribute to system improvement recommendations.
  • Assist the CoC Director with reports, summaries, and presentations related to winter operations.
